Job Overview:
The Finance Manager will play a pivotal role in the STRIDES project in Indonesia, providing leadership and management of financial, operational, and administrative functions. This position is crucial for ensuring the effective implementation of sound financial management practices that comply with U.S. Government regulations, FHI 360 policies, and Indonesia’s statutory requirements. The Finance Manager will oversee financial planning, budgeting, forecasting, accounting, and reporting, ensuring accuracy and transparency in financial deliverables. Additionally, the role involves strengthening systems for procurement, logistics, subaward management, and compliance, while providing strategic guidance on financial risk management and sustainability. The Finance Manager will also focus on building the capacity of project finance and operations staff, fostering collaboration across teams, and promoting strong internal controls to ensure project activities are implemented efficiently and effectively.

Duties and Responsibilities:
The Finance Manager's key responsibilities include leading all aspects of financial planning, budgeting, forecasting, and expenditure monitoring. This involves preparing monthly, quarterly, and annual financial reports for both internal and donor submission, reviewing and ensuring the accuracy of all financial transactions, cost allocations, and documentation. The Finance Manager will monitor burn rates and advise the Project Management Team on budget realignments and financial planning. They will provide leadership and technical guidance for compliance with Generally Accepted Accounting Procedures and may assist with internal financial audits. In terms of grants, contracts, and subawards, the Finance Manager will support the development and review of subaward budgets and financial reports, ensuring competitive and transparent selection processes. The role also includes reviewing procurement requests and payment vouchers, ensuring compliance with FHI 360 policy and donor regulations. Furthermore, the Finance Manager will facilitate internal and external audits, identify and mitigate financial and operational risks, and provide oversight in safety measures for office staff. Capacity building for finance and operations staff and fostering a culture of compliance and continuous improvement are also critical aspects of this role.

Required Qualifications:
Candidates must possess a Master’s degree in finance, accounting, business administration, or a related field. Professional certifications such as CPA, ACCA, CMA, CIMA, or CA are highly desirable. A minimum of 8–10 years of relevant experience in financial and operations management in international development projects, preferably those funded by the U.S. Department of State, is required. Candidates should have a solid understanding of U.S. Government regulations, including 2 CFR 200, ADS, and FAR/AIDAR, and demonstrated experience managing multi-million-dollar budgets and subawards. A strong background in procurement, compliance, and risk management is essential, along with proven experience in team supervision and organizational capacity development. High proficiency in financial software such as QuickBooks, ERP, and Excel is also necessary, along with strong interpersonal, communication, and problem-solving skills.

Educational Background:
The educational background required for this position includes a Master’s degree in finance, accounting, business administration, or a related field. Additionally, professional certifications such as CPA, ACCA, CMA, CIMA, or CA are highly desirable and will enhance a candidate's qualifications for the role.

Experience:
The Finance Manager position requires a minimum of 8–10 years of relevant experience in financial and operations management, particularly in international development projects. Experience with U.S. Department of State-funded projects is preferred, as is a solid understanding of U.S. Government regulations and demonstrated experience managing substantial budgets and subawards.

Languages:
Fluency in English is mandatory, along with proficiency in Bahasa Indonesia or another local language, both written and spoken. This bilingual capability is essential for effective communication within the team and with local stakeholders.

Additional Notes:
The expected hiring salary range for this role is IDR 285,000,000 - 400,000,000 for annual basic salary. The final offer will consider various factors, including relevant years of experience, education, internal equity, market pay, and budget constraints. The position may require occasional travel to field implementation areas as needed.
