Job Overview:
The consultant will be responsible for harmonizing and developing training modules related to integrated water resource management, disaster prevention and response, and conflict management linked to access to natural resources and transhumance. This role is crucial in addressing the increasing challenges faced by border areas in Mauritania, Mali, and Senegal, particularly in sustainable natural resource management amidst climate change, ecosystem degradation, and population mobility. The consultant will conduct an inventory and analysis of existing training modules, identify gaps, and develop a harmonized training framework that meets the specific needs of the project. The consultant will also ensure that the training materials are adaptable to the local contexts of the three countries involved, promoting inclusive governance and conflict prevention strategies.

Duties and Responsibilities:

• Conduct an inventory and analysis of existing training modules and materials developed by UNICEF, IOM, and other partners.
• Identify gaps and needs for updating the training content.
• Harmonize existing training modules to ensure consistency across the three countries.
• Develop new training modules on underrepresented topics, such as hydro-diplomacy, in collaboration with specialized institutions.
• Create a comprehensive training kit that includes harmonized modules, pedagogical materials, PowerPoint presentations, evaluation tools, and a simplified trainer's guide.
• Ensure that all training materials incorporate gender-sensitive approaches and address issues of inclusion and conflict sensitivity.
• Facilitate consultations with stakeholders in Mauritania, Mali, and Senegal to gather input and validate the training materials.
• Provide recommendations for the implementation of the training programs in a transboundary context.

Required Qualifications:
The consultant must possess a Master's degree or equivalent in fields such as engineering, social sciences, natural resource management, environmental studies, climate change, water resource management, development, or peacebuilding. Additionally, the consultant should have at least 10 years of proven expertise in social engineering, training design, and curriculum development, with a strong background in water-conflict-climate nexus issues. Familiarity with the Sahelian context and transboundary challenges is essential, along with experience in gender-sensitive approaches and working with state institutions and local communities. Experience in designing conflict-sensitive training modules for security" style="border-bottom: 1px dotted #007bff !important;">security forces and local authorities in transboundary contexts will be considered a significant asset.

Educational Background:
A higher education degree (Master's or equivalent) in relevant fields such as engineering, social sciences, natural resource management, environmental studies, climate change, water resource management, development, or peacebuilding is required for this position. The educational background should provide a solid foundation for understanding the complexities of water management, climate resilience, and conflict prevention in the context of the Sahel region.

Experience:
The consultant should have a minimum of 10 years of relevant experience, demonstrating expertise in social engineering, training design, and curriculum development. Experience in the water-conflict-climate nexus and a deep understanding of the Sahelian and transboundary contexts are crucial. The consultant should also have a proven track record of working with governmental institutions, civil society organizations, and local communities, particularly in areas related to water resource management and conflict resolution. Experience in developing training modules that are sensitive to conflict and inclusive of gender considerations is highly desirable.

Languages:
Fluency in French, both written and spoken, is mandatory. Proficiency in English and knowledge of local languages relevant to the intervention areas will be considered an asset, enhancing communication and engagement with local stakeholders.

Additional Notes:
The consultancy will last for a duration of 10 weeks (2.5 months) from the date of contract signing. The consultant will work under the direct supervision of the PBF project team (UNICEF/IOM) and in close collaboration with national focal points from Mali, Mauritania, and Senegal. The payment will be made in three installments based on the completion of deliverables, including a startup report, a documentary review report, and the final training kit. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, but does not provide evacuation or medical insurance for non-occupational issues. The appointment is subject to medical fitness certification and compliance with residency or visa requirements.
