The UN RCO in Mauritania is led by an empowered UN Resident Coordinator, who oversees the coordination of development efforts in the country.

Job Overview:
The UN Partnerships Officer will be stationed in the United Nations Resident Coordinator’s Office (RCO) in Nouakchott, Mauritania. This role is pivotal in providing substantive support for strategic planning and coordination of UN Country Team (UNCT) partnerships with various stakeholders, including civil society and the private sector, to achieve the Sustainable Development Goals (SDGs). The officer will advise on the development and implementation of the UN Partnership Strategy, ensuring alignment with national priorities and the UN Sustainable Development Cooperation Framework. The position requires a proactive approach to identifying and leveraging partnership opportunities, engaging with diverse stakeholders, and facilitating resource mobilization initiatives. The officer will also contribute to knowledge management and capacity development related to partnerships and resource mobilization at the country level, ensuring that the UNCT is well-equipped to navigate the complexities of development cooperation.

Duties and Responsibilities:
The Partnerships Officer will undertake a variety of responsibilities, including:
  • Assisting in the provision of substantive support for strategic planning and coordination of UNCT partnerships;
  • Advising on the development and implementation of the UN Partnership Strategy;
  • Supporting the Resident Coordinator in high-level partnerships and donor engagement;
  • Conducting liaison and coordination with UN entities and external stakeholders;
  • Identifying risks and opportunities related to partnerships;
  • Supporting resource mobilization initiatives and managing pooled funds;
  • Facilitating strategic engagement with International Financial Institutions;
  • Promoting knowledge management and capacity development;
  • Contributing to advocacy and communication efforts; 1
  • Performing other duties as assigned.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage. Candidates should demonstrate a strong understanding of sustainable development theories and practices, as well as the ability to conduct independent research and analysis.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in relevant fields such as business or public administration, sustainable development, social sciences, or education. A first-level university degree may be accepted if accompanied by two additional years of qualifying experience. Additional qualifications in data analytics or related areas are advantageous.

Experience:
A minimum of five years of progressively responsible experience in strategic support to partnerships, project/programme management, and resource mobilization in the context of development cooperation is required. Candidates should have a proven track record in developing strategic partnerships across government, private sector, and civil society organizations. Experience in designing and implementing partnerships, as well as resource mobilization strategies, is essential. Familiarity with UN interagency coordination and knowledge management in development cooperation is desirable. Experience in areas such as agriculture, digital transformation, climate action, and public-private partnerships is also beneficial.

Languages:
The working languages of the United Nations Secretariat are English and French. For this position, proficiency in both languages is required, with a minimum level of proficiency as per the UN Language Framework. Candidates must demonstrate the ability to read, write, listen, and speak effectively in both languages.

Additional Notes:
This is a fixed-term position with an initial appointment period of one year, subject to availability of funds and budgetary approval. The position is open to nationals of Mauritania only, and candidates must be recruited within the country or within commuting distance of the office. If no suitable local candidates are identified, Mauritania nationals residing elsewhere may be considered.
