Job Overview:
The position of Coordinateur/trice de l’engagement du NDC Partnership is a critical role aimed at facilitating and coordinating climate action initiatives within Mauritania. The incumbent will serve as the primary liaison between the NDC Partnership and the Mauritanian government, ensuring that the country's climate commitments, particularly the Nationally Determined Contributions (NDCs), are effectively implemented. This role involves engaging with a diverse range of stakeholders, including government representatives, international partners, and local organizations, to mobilize resources and track progress towards climate goals. The position is home-based, allowing for flexibility while requiring the individual to utilize their own resources, such as a laptop and software. The role is expected to last for a maximum of 220 days over a 12-month period, with the possibility of renewal based on performance and funding availability. The successful candidate will play a pivotal role in enhancing the country's climate resilience and facilitating the integration of climate priorities into national development plans.

Duties and Responsibilities:

• Coordination and Strategic Stakeholder Engagement: Support the government in implementing inclusive institutional frameworks for climate action, ensuring that climate priorities are integrated into national budgeting and planning processes. Identify key national actors and maintain updated contact information for effective follow-up. Facilitate communication and collaboration between government entities and development partners to ensure aligned support for climate initiatives. Organize stakeholder meetings and ensure inclusive participation in the planning and implementation of climate-related frameworks.
• Resource Mobilization and Networking: Assist government agencies in preparing resource mobilization tools, including requests for support and project proposals, aligned with national development priorities. Facilitate coordination between government entities and partners to ensure effective provision of technical assistance and resources. Provide guidance to partners on aligning climate projects with government priorities.
• Facilitation and Monitoring of NDC Implementation: Organize and participate in coordination meetings related to NDC implementation, sharing minutes and action points with stakeholders. Collaborate with the NDC Partnership support unit to manage and update the NDC implementation plan, ensuring accessibility of information to stakeholders. Support the government in tracking funding mobilization for NDC activities and prepare quarterly reports summarizing progress and challenges.
• Capacity Building: Train government officials and partners on integrating climate priorities into their work and familiarize them with NDC Partnership engagement tools. Share best practices from other countries to enhance climate action efforts in Mauritania.

Required Qualifications:
The ideal candidate should possess a Master's degree or equivalent in public policy, development, climate change, natural resource management, environmental management, or a related field. Alternatively, a Bachelor's degree in one of these areas, combined with at least five years of relevant professional experience, is acceptable. Candidates should demonstrate a strong understanding of climate change issues, project management, and stakeholder engagement. Experience in resource mobilization and familiarity with national and international climate frameworks is highly desirable.

Educational Background:
Candidates are required to have a Master's degree (or equivalent) in fields such as public policy, development, climate change, natural resource management, or environmental management. A Bachelor's degree in a related field, along with significant professional experience, may also be considered. This educational background is essential for understanding the complexities of climate action and policy implementation.

Experience:
A minimum of five years of experience in the public and/or private sector, with a focus on climate change, project management, stakeholder engagement, and resource mobilization is required. Experience with governance processes related to climate change and familiarity with national and international climate policies, including NDCs, is essential. Previous involvement in similar roles or projects will be considered an asset, as will experience in fostering cooperation among various stakeholders.

Languages:
Fluency in French is mandatory for this position, as it is the primary language of communication in Mauritania. Basic proficiency in English and Arabic is desirable, as it may facilitate communication with international partners and stakeholders.
