Job Overview:
The WHO Programme Assistant will play a crucial role in supporting the day-to-day operations of the Country Office Support Unit. This position involves providing administrative, financial, and human resources support for various projects and programs. The Programme Assistant will be responsible for ensuring that the office runs smoothly and efficiently, facilitating communication and coordination among staff, and assisting in the implementation of WHO's health initiatives in Uzbekistan. The role requires a proactive approach to problem-solving and the ability to manage multiple tasks effectively. The Programme Assistant will also be expected to maintain a high level of professionalism and confidentiality while interacting with various stakeholders, including government officials, partners, and colleagues.

Duties and Responsibilities:
The incumbent will perform a variety of duties, including but not limited to: providing administrative support across a range of program support activities; reviewing financial documents and undertaking reconciliations; processing transactions in the enterprise resource planning system; monitoring the implementation of country activities and financial expenditures; briefing staff on budget and administrative procedures; assisting with human resources tasks, including monitoring staff contracts; coordinating administrative functions and maintaining office space; analyzing incoming correspondence and drafting reports; maintaining the unit's filing system; and supporting logistical preparations for meetings and staff travel. The Programme Assistant will also assist colleagues with general administrative processes and backstop administrative staff as needed.

Required Qualifications:
Candidates must possess essential qualifications, including completion of secondary education with equivalent administrative certification or training. A university degree in business administration, social sciences, or a related field is desirable. Additionally, training in the administrative systems of a United Nations agency is preferred. Candidates should have a strong understanding of administrative and financial support procedures, rules, and regulations, as well as the ability to draft correspondence and reports accurately. Strong client relationship skills and the ability to perform basic financial accounting operations are also required.

Educational Background:
The educational background required for this position includes a minimum of secondary education with relevant administrative certification. A university degree in a related field such as business administration or social sciences is desirable. Training in the administrative systems of a United Nations agency is also considered an asset, as it provides candidates with the necessary knowledge and skills to navigate the complexities of UN administrative processes.

Experience:
Candidates should have a minimum of five years of relevant work experience in the secretarial or administrative field. Experience in administrative and financial roles within WHO or the United Nations system is desirable. Familiarity with Oracle-based or other enterprise resource planning systems is also beneficial, as it indicates the candidate's ability to work with complex financial and administrative software.

Languages:
Expert knowledge of English and the local language is essential for this position. Additionally, intermediate knowledge of French, Russian, or German is desirable, as it enhances communication with a broader range of stakeholders and partners.

Additional Notes:
The position offers an attractive remuneration package, including an annual net base salary starting at USD 20,395, subject to mandatory deductions for pension contributions and health insurance.
