Job Overview:
The E T Consultant - Cloud & Data Centers position is integral to the World Bank Group's mission of digital transformation and AI readiness. The consultant will work within the Digital and AI Vertical Vice Presidency, which was established in July 2024, to support client countries in enhancing their digital capacities. The role involves advising governments on modernizing public sector IT systems, adopting cloud solutions, and developing national strategies for data hosting and digital infrastructure. The consultant will also be responsible for creating cloud readiness diagnostics, migration roadmaps, and providing technical guidance on disaster recovery and cybersecurity. This position requires a proactive approach to support the modernization of legacy systems and to facilitate the transition towards more resilient digital infrastructures. The consultant will also engage in analytical work and policy development related to cloud and AI readiness, ensuring that the strategies align with the World Bank Group's Digital and AI Strategy, which emphasizes access, affordability, ecosystem development, and AI readiness.

Duties and Responsibilities:
The duties and responsibilities of the E T Consultant include advising governments on strategies for modernizing public sector IT systems and adopting cloud and digital infrastructure solutions. The consultant will support countries in developing national approaches to data hosting and cloud adoption, ensuring a balance between costs, security" style="border-bottom: 1px dotted #007bff !important;">security, and sovereignty. Responsibilities also include helping governments transition from legacy systems to more flexible and secure digital environments, developing cloud readiness diagnostics, and creating migration roadmaps. The consultant will provide technical guidance on disaster recovery, business continuity, and high-availability architectures. Additionally, the role involves developing analytical work, policy notes, and knowledge products on cloud and AI readiness, as well as identifying private sector investment opportunities in digital infrastructure. The consultant will also advise on AI deployment architectures and data governance frameworks, ensuring that governments are prepared for AI-enabled public services.

Required Qualifications:
Candidates must possess a Master’s degree in engineering, Information Systems, Computer Science, Business Administration, or a related field, along with at least five years of relevant experience. An equivalent combination of education and experience may also be considered. A minimum of five years of experience in cloud adoption, enterprise IT modernization, or related fields is required, with additional years of experience being highly valued. Familiarity with AI/ML concepts and services, including generative AI and large language models, is essential. Candidates should have experience in structuring or advising on technology investments, a strong understanding of digital infrastructure ecosystems, and excellent analytical, communication, and stakeholder engagement skills.

Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field such as engineering, Information Systems, Computer Science, or Business Administration. This advanced education is crucial for understanding the complexities of digital transformation and cloud adoption in public sector environments.

Experience:
The position requires a minimum of five years of relevant experience in cloud adoption, enterprise IT modernization, or related fields. Candidates with additional years of experience will be preferred, as this role demands a deep understanding of digital infrastructure and the ability to advise on complex technology investments. Experience working in emerging markets is also highly valued, as it provides insight into the unique challenges faced by these regions.

Languages:
Fluency in English is mandatory, both written and spoken. Additionally, proficiency in French, Portuguese, and/or Spanish is strongly preferred, as these languages will enhance communication with diverse stakeholders and client countries.
