Job Overview:
The World Bank is seeking a qualified national Extended Term Consultant – Energy Specialist to join its Jakarta office. This position is integral to the East Asia and Pacific (EAP) Energy Practice and will play a crucial role in delivering significant energy programs in the region. The consultant will support the Jakarta core energy team in supervising ongoing lending operations, developing new business opportunities, and advancing policy and sector dialogues that underpin the Indonesia energy program. The successful candidate will report to the Practice Manager and will work closely with the Indonesia–Timor-Leste Energy Program Coordinator and Task Team Leaders (TTLs) on a daily basis, taking ownership of specific operations and workstreams as agreed upon with the TTLs. This role requires a proactive approach to managing project operations and engaging with various stakeholders to ensure the successful implementation of energy initiatives.

Duties and Responsibilities:
  • Operational Work: The consultant will assist in preparing new lending operations, including Investment Project Financing (IPF), Program-for-Results (PforR), and Guarantees, by conducting financial and economic analyses, contributing to institutional design, and ensuring compliance with World Bank operational policies. They will supervise active IBRD-financed operations and co-financed projects, drafting and reviewing key project documents, preparing mission Aide-Mémoires, and tracking project progress. The consultant will also manage communication with clients regarding project operations and new business development, and support technical reviews and procurement oversight for projects.
  • Analytical and Advisory Work: The consultant will provide inputs to team analytical products and may lead defined tasks such as drafting funding proposals or developing investment plans. They will support the implementation of trust fund-financed analytical and advisory activities, including managing consultants and preparing progress reports.
  • Stakeholder Engagement and Country Dialogue: The consultant will engage with key government counterparts and energy sector entities through meetings and consultations, ensuring effective communication and collaboration. They will monitor institutional and policy developments in the Indonesian energy sector and assist the team in organizing sector information.
  • Other Duties: The consultant will support the energy team in preparing briefings, presentations, and logistics for workshops and seminars, contributing to knowledge exchange events and team publications.

Required Qualifications:
Candidates must possess a Master’s degree in engineering, economics, finance, or a closely related discipline. A minimum of five years of relevant professional experience in the energy sector or a related field is required. Familiarity with the Indonesian energy sector context is advantageous, as is previous engagement with key government ministries and energy sector entities. Strong analytical skills, including quantitative and data analysis, are essential, along with an understanding of energy sector issues such as power systems and utility operations. Candidates should demonstrate a commitment to international development and possess strong writing and communication skills.

Educational Background:
A Master’s degree in engineering, economics, finance, or a closely related discipline is mandatory for this position. Candidates with strong academic records and relevant internship or research experience are encouraged to apply, particularly recent graduates who meet the qualifications.

Experience:
The position requires a minimum of five years of relevant professional experience in the energy sector or a related field. Candidates with less experience but strong academic backgrounds and relevant internships may also be considered. Familiarity with the Indonesian energy sector and previous engagement with government ministries or energy companies will be viewed favorably.

Languages:
Professional proficiency in English is mandatory for this position. Knowledge of Bahasa Indonesia is preferred, as it will facilitate communication with local stakeholders and enhance engagement in the Indonesian context.

This is a local recruitment position with a term duration of one year. The role is full-time and based in Jakarta, Indonesia.
