Job Overview: The position of Extended Term Consultant (ETC1) – Energy Analyst at the World Bank is a critical role within the East Asia and Pacific (EAP) Energy Practice, specifically aimed at supporting the implementation of the Indonesia energy program and regional engagements with ASEAN. The consultant will work under the guidance of Energy Program Coordinators and Task Team Leaders, contributing analytical, operational, and research support to various projects and initiatives. This role offers a unique opportunity to gain exposure to World Bank operations and the Indonesian energy sector while actively participating in project delivery and knowledge development. The consultant will be involved in multidisciplinary project teams, providing support for ongoing lending operations, technical assistance activities, and business development initiatives. The successful candidate will report to the Practice Manager and collaborate closely with senior team members, taking ownership of specific daily operations and workstreams as agreed with the Task Team Leaders.
Duties and Responsibilities:
Operational Work: The consultant will support the preparation of new lending operations, including Investment Project Financing (IPF), Program-for-Results (PforR), Guarantees, and Technical Assistance. This involves conducting background research, data collection, and financial and economic analysis, as well as preparing documentation and processing support. The consultant will supervise active IBRD-financed operations and co-financed projects, preparing and reviewing project documents, mission materials, and tracking implementation progress. They will also coordinate with procurement, safeguards, and financial management colleagues to ensure timely responses to client submissions and maintain day-to-day communication with client counterparts. For candidates with an engineering background, there will be opportunities to support technical reviews and procurement oversight of projects. Additionally, the consultant will contribute to business development activities through research and preparation of briefing materials.
Analytical and Advisory Work: The consultant will contribute to analytical products through literature reviews, data collection, and analysis, preparing background notes, presentations, and reports. They will assist in implementing trust fund-financed analytical and advisory activities, including managing consultants and preparing progress reports. The consultant will also organize stakeholder consultations, workshops, and knowledge-sharing activities.
Stakeholder Engagement and Country/Regional Dialogue: The consultant will participate in meetings and consultations with government counterparts and energy sector stakeholders, communicating with clients on day-to-day follow-up actions and assisting in identifying operational issues.
Other Duties: The consultant will support the energy team in preparing briefings, presentations, and knowledge exchange events, and perform other analytical and operational tasks as assigned by Task Team Leaders and the Program Coordinator.
Required Qualifications: The position requires a Bachelor’s degree in engineering, economics, finance, or a related discipline. Candidates should have a minimum of two years of relevant professional experience in the energy sector, preferably within an international finance institution, or possess experience in research, consulting, internships, or project work. Recent graduates with exceptional academic qualifications and a demonstrated interest in energy and international development are encouraged to apply. Familiarity with World Bank policies and procedures, as well as the Indonesian energy sector context, is advantageous. Previous engagement with relevant ministries and organizations, such as the Ministry of Energy and Mineral Resources (MEMR), Ministry of Finance (MoF), PLN, or Pertamina, is also beneficial. Strong research and analytical skills are essential, along with the ability to collect, organize, analyze, and present information from multiple sources. Familiarity with data analysis tools and a solid understanding of Indonesia's energy sector, including electricity and renewable energy, is desirable.
