Job Overview: The Finance Associate position at UNOPS is a critical role that involves providing high-quality financial services to support the operations and projects in Peru. The incumbent will work under the direct supervision of the Finance Officer of the Andean Multi-Country Office (ANMCO) and will be responsible for ensuring compliance with UNOPS financial regulations and policies. The Finance Associate will act as a financial consultant, providing expert support in executing financial processes and maintaining the integrity of financial data. Duties and Responsibilities: The Finance Associate will be tasked with a variety of responsibilities, including but not limited to:
Financial Execution and Compliance: Review and validate documentation related to financial execution of projects, ensuring adherence to institutional policies and guidelines.
Accounting and Budget Adjustments: Prepare and record accounting adjustments through General Ledger Entries (GJLEs), ensuring proper budgetary and accounting allocations. Support the monitoring and updating of administrative budgets for ANMCO.
Contract Management: Administer and monitor project contracts, ensuring proper execution and compliance with contractual conditions. Manage payments related to assigned contracts.
Guarantee Control: Assist in the review, monitoring, and control of guarantees, ensuring their validity, proper issuance, and timely follow-up.
Purchase Order Reporting: Prepare and analyze reports tracking purchase orders, verifying their correct budgetary and administrative execution.
Cash Management: Support the review and monitoring of petty cash and operational advances, including liquidation, replenishment, and closure processes, ensuring transparency and accountability.
Minor Procurement Process: Manage the minor procurement process, ensuring compliance with established procedures and timelines.
Financial Project Closure: Assist in the financial closure of projects, including account reconciliation with clients, budget execution monitoring, preparation and review of financial statements, and management of fund returns when applicable.
Document Management: Maintain and update the digital repository of the project, ensuring proper document management, organization, and safeguarding of information. 1
Administrative Support: Provide support in organizing project events, including travel management and other administrative requests from supervision. Manage the issuance of airline tickets and processing of per diems for staff traveling with administrative budget funds.
Required Qualifications: Candidates must possess a secondary education (or equivalent) with at least 6 years of relevant experience in finance, accounting, or administration. A certification in finance or accounting is desired. Alternatively, a university degree (Bachelor’s degree) in Finance, Administration, Accounting, or related fields with 2 years of experience, or a technical degree with 3 years of experience is acceptable. Candidates should also demonstrate problem-solving skills and the ability to work collaboratively in a team environment.
Educational Background: The educational requirements for the Finance Associate position include a secondary education with relevant experience, or a Bachelor’s degree in Finance, Administration, Accounting, or related fields. Candidates with a technical degree in a related field are also considered if they have the requisite experience. Certification in finance or accounting is preferred, indicating a commitment to professional development in the financial sector.
Experience: The position requires between 2 to 6 years of relevant work experience in finance, accounting, or administration, depending on academic qualifications. Experience with ERP systems (preferably OU ERP) and managing administrative expenses while ensuring regulatory compliance is essential. Candidates with experience in the UN system or international organizations, as well as knowledge of UNOPS financial regulations, are highly desirable.
Languages: Fluency in Spanish is required, while proficiency in English at an intermediate level is desirable. Candidates should be able to communicate effectively in both languages, as this role may involve interaction with diverse stakeholders and partners.
