Job Overview: The position involves conducting a final external evaluation of the PRO Incluye program, which focuses on promoting the rights of persons with disabilities in Peru. The consultant will assess the program's achievements and its contribution to the implementation of the Convention on the Rights of Persons with Disabilities (CRPD) in Peru. The evaluation will primarily focus on the outputs produced by the program, while also analyzing the contributions of the interventions to the expected outcomes. The consultant is expected to evaluate the relevance of the program in addressing the needs and priorities of the Peruvian context, as well as the factors that facilitated or hindered its implementation. The evaluation aims to generate useful insights for stakeholders and the Global Disability Fund (GDF) regarding the implementation of PRO Incluye and the conditions that may support the continuity of the progress made.
Duties and Responsibilities: The consultant will be responsible for evaluating the PRO Incluye program, which includes assessing its relevance, effectiveness, efficiency, coherence, and sustainability. The evaluation will cover the period from November 2024 to October 31, 2026, focusing on the regions of Trujillo and Callao. Key responsibilities include conducting document reviews, interviews with key informants, and facilitating workshops or focus groups with stakeholders. The consultant will also conduct case studies of selected interventions, analyze the data collected, and develop actionable recommendations. The evaluation will require the consultant to ensure that all information collection tools are inclusive and accessible, and to prepare various reports detailing the findings, lessons learned, and recommendations for future interventions.
Required Qualifications: Candidates must hold a degree in Social Sciences, Economics, Humanities, or related fields. A master's degree in Education, Social Sciences, Economics, Statistics, Public Policy, or related areas is desirable. Applicants should have at least four years of prior experience in conducting evaluations, diagnostics, or baseline studies in social issues, particularly in Peru or Latin America. Experience with international cooperation organizations is valued. Candidates should have led at least two evaluations related to educational projects and have conducted evaluations or diagnostics related to disability issues. Documentation supporting the fulfillment of these requirements must be provided.
Educational Background: The educational background required for this position includes a bachelor's degree in relevant fields such as Social Sciences, Economics, or Humanities. A master's degree or equivalent in Education, Social Sciences, Economics, Statistics, or Public Policy is preferred. Additional Notes: The contract is for a consultant position at Level 2 - Middle, with a duration of three months. The consultant will work on-site in Lima, Peru, and the position is open to external candidates.
