Job Overview:
The Technical Officer for Gender and Human Rights will play a crucial role in supporting the WHO Country Office in Ukraine by providing technical assistance and coordination for the implementation of Gender, Equity, and Human Rights (GER) and Gender-Based Violence (GBV) interventions. This position requires a deep understanding of the socio-economic determinants of health and the ability to integrate gender-responsive approaches into health policies and programs. The incumbent will work closely with various stakeholders, including national health authorities, civil society, and international organizations, to enhance collaboration and ensure that gender and human rights considerations are mainstreamed into health services. The role involves developing guidelines, conducting analyses, preparing communication materials, and supporting capacity-building initiatives, all aimed at improving health outcomes for marginalized populations in Ukraine.

Duties and Responsibilities:
The incumbent will be responsible for a wide range of duties, including:

• Providing technical support to the WHO Country Office on gender, equity, human rights, and GBV, ensuring alignment with the WHO Regional Office for Europe and the UN Gender Thematic Group.
• Updating and adapting GER and GBV guidelines and materials to fit the national context.
• Developing a country workplan for GER and GBV mainstreaming and assisting WHO program teams in integrating these approaches into their work.
• Conducting analyses of sex- and age-disaggregated data and GBV risk assessments to document and disseminate best practices.
• Preparing communication materials for WHO's role in GER and GBV for meetings and UN observances.
• Supporting the integration of GBV prevention and response into essential health services, particularly for conflict-affected populations.
• Developing training structures for capacity building on gender-responsive health systems.
• Coordinating missions for WHO staff and consultants addressing GER and GBV.
• Preparing regular reports on progress and challenges related to GER and GBV integration. 1
• Exploring fundraising opportunities and contributing to proposal development for GER and GBV activities.

Required Qualifications:
Candidates must possess a first-level university degree in communication, social policy, healthcare, health policy, public management, economics, demography, public health, or a related field. A master's degree in one of these areas is desirable. Additionally, candidates should have a minimum of 2 years of experience in health and/or social sectors, including public sector experience, with proven abilities in report writing and policy analysis. Relevant work experience with international organizations in policy advice for GBV and GER is also desirable, particularly within WHO or the United Nations.

Educational Background:
The essential educational requirement for this position is a first-level university degree in relevant fields such as communication, social policy, healthcare, health policy, public management, economics, demography, or public health. A master's degree in these areas is considered an asset and would enhance a candidate's qualifications for the role.

Experience:
The position requires a minimum of 2 years of professional experience in health and/or social sectors, particularly in public sector roles. Candidates should demonstrate a proven ability to write reports, review policies, and analyze policy documents. Desirable experience includes working with international institutions in the areas of GBV and GER policy advice, as well as health systems strengthening and healthcare service delivery.

Languages:
Expert knowledge of English and Ukrainian is essential for this position. Intermediate knowledge of any other UN language is considered desirable, which would enhance communication and collaboration with diverse stakeholders.

Additional Notes:
This position is classified as a National Professional Officer role, meaning that only applications from nationals of Ukraine will be accepted. The remuneration for this position starts at an annual base salary of USD 47,491, subject to mandatory deductions for pension contributions and health insurance. Staff members are entitled to 30 days of annual leave.
