Technical Officer (Emergency Medical Teams)

Job Overview:
The Technical Officer (Emergency Medical Teams) will play a crucial role in leading the implementation of the Ukrainian National Initiative for Emergency Medical Teams (UNITE Project) at the country level. This position serves as the primary interface between various stakeholders, including the WHO Country Office, WHO Regional Office for Europe, and national authorities. The incumbent will be responsible for the overall management of the UNITE/KAPP Project, ensuring that activities are delivered on time and in accordance with the approved project workplan and budget. The role requires effective communication and coordination among multiple partners to achieve project objectives and enhance emergency medical response capabilities in Ukraine.

Duties and Responsibilities:

• Act as the focal point for communication and coordination between the WHO Country Office, the Center for Disaster Medicine, and other stakeholders involved in the UNITE Project.
• Support the Head of the Center for Disaster Medicine in project implementation and planning.
• Coordinate contributions from consortium partners and technical experts to ensure coherent project execution.
• Provide project management support for the development of the National EMT Action Plan and other strategic deliverables.
• Facilitate pilot EMT validation visits and analyze assessment results.
• Strengthen multisectoral coordination among health authorities and emergency management institutions.
• Support the implementation of capacity-building initiatives and technical missions.
• Assist in the preparation and execution of national workshops and training events.
• Coordinate the implementation of digital solutions for EMT management. 1
• Gather user feedback for platform refinements during local User Acceptance Testing. 1
• Establish strong relationships with government institutions and partners to ensure project sustainability. 1
• Monitor project progress and compliance with WHO policies. 1
• Prepare technical reports and donor reporting requirements. 1
• Support resource mobilization efforts for the sustainability of the National EMT system. 1
• Represent WHO in national technical working groups and interagency coordination mechanisms.

Required Qualifications:
Essential qualifications include a first university degree in public health, health management, or a related field. Desirable qualifications include an advanced degree in a relevant discipline and additional training in project management or health emergency management. Candidates must demonstrate strong project management skills, including planning, coordination, and reporting against workplans and donor requirements. Experience in coordinating multiple stakeholders and managing budgets is essential.

Educational Background:
Candidates must possess at least a Bachelor's degree in public health, health/disaster/emergency management, health systems, social sciences, international relations, management, or a related field. An advanced degree in a relevant area is desirable, along with additional postgraduate qualifications or certified training in project management or health emergency management.

Experience:
A minimum of two years of relevant professional experience in project management, planning, implementation, and evaluation of health or emergency programs is required. Experience working in countries within the WHO European Region, particularly Ukraine, is essential. Desirable experience includes direct involvement with Emergency Medical Team systems and familiarity with WHO's EMT model and strategies.

Languages:
Expert knowledge of English and Ukrainian is essential for this position. Proficiency in additional languages may be considered an asset but is not mandatory.

Additional Notes:
This position is classified as a National Professional Officer role, meaning only applications from Ukrainian nationals will be accepted. The remuneration package includes an annual base salary starting at USD 23,745, with mandatory deductions for pension contributions and health insurance. Staff members are entitled to 15 days of annual leave. The position may involve a written test and/or video assessment as part of the selection process.
