National Consultant Coordinator of the National Training Centre on GBV Prevention and Response

Job Overview:
The National Consultant Coordinator of the National Training Centre on GBV Prevention and Response will play a crucial role in advancing the capacity-building efforts related to Conflict-Related Sexual Violence (CRSV) in Ukraine. This position is designed to ensure that the National Training Centre (NTC) effectively integrates CRSV-specific expertise into its training curricula and functions as a sustainable pillar of the national GBV/CRSV response system. The consultant will conduct a training needs assessment to identify gaps in knowledge and skills among service providers, law enforcement, and social workers, ensuring that the training programs developed are evidence-based and targeted to the actual needs of the professionals involved in the CRSV response. The role also involves coordinating with various stakeholders, including government entities and civil society, to ensure that the assessment process is participatory and aligned with the Framework of Cooperation between the Government of Ukraine and the UN on CRSV prevention and response.

Duties and Responsibilities:
The consultant will be responsible for designing the methodology and tools for the CRSV training needs assessment, conducting data collection through surveys and interviews, analyzing the data to identify knowledge and skills gaps, and formulating evidence-based recommendations for the NTC's curricula. Additionally, the consultant will coordinate with UNFPA, the High School of Public Governance (HSPG), and other stakeholders to ensure effective communication and stakeholder engagement throughout the assessment process. The consultant will also be expected to produce an inception report, a final assessment report, and monthly progress reports summarizing achievements and challenges encountered during the assignment.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in fields such as public administration, law, social science, gender studies, pedagogy, international relations, or psychology. A minimum of 5 years of proven experience in developing and coordinating training programs related to gender equality and GBV/CRSV prevention and response is required. Candidates should demonstrate experience in designing competency-based training needs assessments and translating findings into actionable training plans. Strong analytical skills, knowledge of gender equality concepts, and experience in inter-agency coordination are essential for this role.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in relevant fields such as public administration, law, social science, gender studies, pedagogy, international relations, or psychology is required for this position. This educational background is crucial for understanding the complexities of GBV and CRSV prevention and response, as well as for developing effective training programs.

Experience:
The position requires a minimum of 5 years of relevant experience in the development and coordination of training programs, particularly those focused on gender equality and GBV/CRSV prevention and response. Candidates should have demonstrated experience in conducting training needs assessments and managing teams in educational settings. Experience in facilitating cooperation among governmental and non-governmental organizations, as well as familiarity with global and domestic CRSV response frameworks, is highly desirable.

Languages:
Fluency in Ukrainian (oral and written) is mandatory, along with working-level proficiency in English (oral and written). Knowledge of additional languages may be considered an asset but is not required.

• The consultant will work in a hybrid modality, combining in-person and online work. The consultancy fee will be paid monthly upon acceptance of deliverables, and the consultant will be required to submit monthly progress reports.
