Job Overview:
The position involves designing, developing, and delivering a Learning Module on Strategy and Budget Oversight as part of the National Governance Program for Public Boards and Leadership (NGP) in Lebanon. The consultant will create a comprehensive executive learning package tailored to the Lebanese context, aimed at enhancing the governance capacities of public board members and senior public leaders. The module will focus on equipping participants with the necessary competencies to oversee institutional strategies, monitor performance, and ensure effective financial management. The consultant will work closely with UN Women and the Office of the Minister of State for Administrative Reform (OMSAR) to ensure the module aligns with both local and international governance standards. The role emphasizes experiential learning, practical application, and the integration of gender equality and inclusivity principles into governance practices.

Duties and Responsibilities:
The consultant will be responsible for several key tasks:
  • Drafting an Inception Report that outlines the proposed methodology for the Learning Module, including a workplan and expected outcomes.
  • Developing a comprehensive Learning Module Package that includes a Learning Guide, Participant Handbook, Facilitator Guide, and various interactive learning materials.
  • Delivering the Module to participants, ensuring high-quality, interactive sessions that promote practical application of governance principles. The consultant will also document observations and challenges faced during the sessions and provide recommendations for improvement. The consultant must ensure that all materials are consistent, relevant, and aligned with both Lebanese legislation and international governance standards.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or higher) in fields such as Public Administration, Governance, or related areas. A first-level university degree combined with additional qualifying experience may also be accepted. Professional certifications in corporate governance or instructional design are advantageous. The consultant should demonstrate expertise in public sector governance, instructional design, and the ability to translate complex concepts into engaging learning materials. Strong facilitation skills and the ability to work independently while coordinating with multiple stakeholders are essential.

Educational Background:
An advanced university degree (Master's degree or above) in Public Administration, Public Policy, Governance, Business Administration, Law, Political Science, or a related field is required. A first-level university degree in one of these fields, combined with two additional years of qualifying experience, may be accepted in lieu of the advanced degree. Professional certifications in relevant areas such as corporate governance or adult education are considered an asset.

Experience:
At least 7 years of progressively responsible experience in designing and delivering executive learning or capacity-development programs is required. Experience in public financial management, budget analysis, and performance management is essential. Familiarity with the public budget cycle and knowledge of accountability mechanisms at national and international levels are desirable. Experience in adapting international governance principles to local contexts, particularly in Lebanon, is preferred.

Languages:
Fluency in both English and Arabic is required for this position. Knowledge of French is considered a desirable asset, enhancing communication capabilities within diverse stakeholder groups.

Additional Notes:
This consultancy is hybrid, allowing for remote work while requiring occasional in-person attendance at UN Women or OMSAR locations in Lebanon. The consultant will be compensated based on deliverables, with a structured payment schedule tied to the completion of specific tasks. All deliverables must be submitted in Arabic, with the possibility of an English summary for internal purposes.
