Job Overview:
The consultancy position involves producing an analytical paper on Market Access, Transport and Logistics Development in the Arab Region. The consultant will be responsible for assessing the existing transport and logistics systems in the region, identifying gaps and constraints, and developing policy recommendations to enhance efficiency and market access. The role requires a deep understanding of the economic landscape of the Arab region, particularly in relation to transport and logistics, and the ability to analyze complex data and provide actionable insights. The consultant will work remotely and is expected to deliver three key outputs: an annotated outline, a full draft of the paper, and a finalized version incorporating feedback and comprehensive documentation.

Duties and Responsibilities:
The consultant will undertake several critical tasks, including:

• Assessing the performance of transport and logistics hubs and multimodal corridors in the Arab region and their impact on market access.
• Analyzing how efficient transport and logistics systems can lower trade and transport costs, enhance market access, and support investment and value chains.
• Evaluating institutional, regulatory, and operational frameworks, including transport agreements and customs cooperation.
• Identifying infrastructure and capability gaps, such as missing links, underutilized corridors, and high logistics costs.
• Developing policy recommendations aimed at improving transport and logistics systems, diversifying routes, and enhancing supply-chain resilience.

Required Qualifications:
Candidates must possess a PhD in economics or a related field. A minimum of 15 years of professional experience in research related to regional development issues is required. Candidates should have a strong publication record in peer-reviewed journals or reputable international publications, particularly on macroeconomic issues or infrastructure development in the Arab region. Experience with high-level initiatives from international organizations is desirable, as is a demonstrated ability in quantitative analysis and interpretation.

Educational Background:
A PhD in economics or a related field is mandatory for this position. Candidates must provide a copy of their educational degree as part of their application. Incomplete applications will not be considered, emphasizing the importance of meeting this educational requirement.

Experience:
The position requires at least 15 years of professional work experience in research focused on regional development issues.
