Job Overview:
The Safeguards Analyst position is crucial for the Office of Safeguards (OSFG) at ADB, where the incumbent will provide operational and analytical support for the implementation of technical assistance projects. The role involves ensuring that the OSFG's work plan is achieved and contributing to safeguard business process management and knowledge management activities. The Safeguards Analyst will be responsible for handling technical assistance administration tasks, coordinating with stakeholders, ensuring compliance with ADB business processes, and preparing periodic status reports. This position requires a proactive approach to managing TA-related records and supporting the recruitment and engagement of consultants, as well as maintaining high standards of documentation and information systems.

Duties and Responsibilities:
The Safeguards Analyst will undertake a variety of duties, including but not limited to: handling technical assistance administration tasks by analyzing progress reports, managing documentation, tracking disbursements, and ensuring proper implementation and monitoring of assigned TAs. The analyst will coordinate with internal and external stakeholders to facilitate effective TA implementation and resolve operational issues. Responsibilities also include preparing periodic status reports, reviewing and updating TA budgets, liaising with consultants, verifying travel reimbursement claims, and maintaining TA-related records and databases. The analyst will support the recruitment of consultants, coordinate logistical arrangements for missions and events, and manage safeguards business processes, including documentation and monitoring of the safeguards project portfolio. Additionally, the analyst will support knowledge management initiatives and perform other tasks as assigned.

Required Qualifications:
Candidates for the Safeguards Analyst position must possess a Bachelor's degree in Social Sciences or related disciplines. They should have at least 5 years of work experience in areas such as environment, involuntary resettlement, and indigenous people/ethnic minorities safeguards, particularly in the context of development projects or NGO initiatives. Knowledge of project implementation and ADB's Safeguard Policy Statement, as well as an understanding of environmental and social dimensions in development projects, is essential. Proficiency in information management systems and common office applications, especially MS Excel, is required. The ability to work collaboratively with diverse teams and excellent proficiency in oral and written English communications are also necessary.

Educational Background:
The educational requirement for the Safeguards Analyst position is a Bachelor's degree in Social Sciences or other related fields. This educational background is essential to ensure that the candidate has a solid understanding of the social and environmental issues that are pertinent to the role and the projects that ADB undertakes.

Experience:
The position requires a minimum of 5 years of relevant work experience. This experience should be in the fields of environment, involuntary resettlement, and/or indigenous people/ethnic minorities safeguards, particularly in the context of development projects, research, or initiatives undertaken by non-governmental organizations. Candidates should demonstrate a strong understanding of project implementation and the ability to navigate complex operational environments.

Languages:
Proficiency in English is mandatory, with excellent oral and written communication skills. While English is the primary language required for this position, knowledge of additional languages may be considered an asset, particularly if they are relevant to the regions where ADB operates.

Additional Notes:
This position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years or conversion to a regular appointment based on performance and organizational needs.
