Job Overview: The Programme Management Assistant will play a crucial role in supporting the planning and implementation of complex departmental programs and projects within the OHCHR. This position requires a proactive individual who can assist in various administrative and operational tasks, ensuring that projects are executed efficiently and effectively. The incumbent will be responsible for researching and compiling data related to specific programs, assisting in budget preparation, and monitoring project proposals. The role also involves liaising with program managers and other organizational units to facilitate project implementation and ensure compliance with organizational guidelines. The Programme Management Assistant will be expected to maintain accurate records, prepare reports, and provide guidance to junior staff, contributing to the overall success of the Human Rights Inquiries Branch.
Duties and Responsibilities: The duties and responsibilities of the Programme Management Assistant include:
Assisting in the planning and implementation of departmental programs and projects, ensuring that all activities are aligned with organizational objectives.
Researching, compiling, and analyzing data on specific programs and projects, presenting findings in a clear and concise manner.
Coordinating the preparation and submission of program/project proposals and budget estimates, ensuring that all necessary information is included and justified.
Monitoring and evaluating programs/projects, tracking data related to expenditures, resources utilized, and budget revisions.
Collaborating with program/project managers to ensure accurate performance reporting and compliance with reporting requirements.
Serving as a focal point for coordination and monitoring of project implementation activities, resolving issues related to recruitment, travel arrangements, and procurement.
Maintaining and updating electronic and paper files, generating reports and statistical tables as needed.
Drafting correspondence and communications related to program/project administration.
Providing guidance and training to new or junior staff members. 1
Performing other duties as assigned by the supervisor.
Required Qualifications: Candidates must possess a high school diploma or equivalent. A first-level university degree or higher is preferred and may reduce the required years of experience. The position requires a minimum of seven years of experience in program or project administration, technical cooperation, or a related area. Candidates with a first-level university degree may qualify with five years of experience. Additionally, at least four years of experience in an International Organization, such as the United Nations, is required. Experience providing executive support to senior managers, using an ERP system, and managing budgets is also necessary. Candidates should demonstrate a strong understanding of program/project administration and evaluation processes.
Educational Background: The minimum educational requirement for this position is a high school diploma or equivalent. However, candidates with a first-level university degree or higher are preferred, as this may reduce the required years of relevant experience. A background in fields related to human rights, international relations, or public administration may be advantageous.
Experience: The Programme Management Assistant position requires a minimum of seven years of relevant experience in program or project administration, technical cooperation, or a related area. For candidates with a first-level university degree or higher, the minimum experience requirement is reduced to five years. Additionally, candidates must have at least four years of experience working in an International Organization, such as the United Nations Common system, and a minimum of three years providing executive support to senior managers. Experience with budget management and monitoring, as well as operational setup for new mandates, is also required.
Languages: The working languages of the United Nations Secretariat are English and French. For this position, proficiency in both languages is required. Candidates must demonstrate a minimum level of proficiency in reading, writing, listening, and speaking in English and French, as outlined in the UN Language Framework. This includes a Level III proficiency in English and a Level I proficiency in French for reading, writing, listening, and speaking.
Additional Notes: This position is subject to local recruitment, meaning that applicants must be authorized to work for the United Nations in Geneva. Candidates selected from outside the duty station will be responsible for their relocation expenses.
