The Radiocommunication Bureau (BR) is a specialized agency within the International Telecommunication Union (ITU) responsible for the application of the Radio Regulations. Established to provide technical and administrative support for ITU World and Regional Radiocommunication Conferences, the Bureau plays a crucial role in international regulatory processes, including the registration of frequency assignments and satellite orbits. The BR assists administrations in coordinating and implementing frequency spectrum and orbit requirements, as well as resolving cases of harmful interference. It serves as the technical secretariat for the Radiocommunication Study Groups and the Radiocommunication Assembly, focusing on developing recommendations for spectrum utilization and radio system characteristics. The Bureau is organized into four departments: Space Services Department, Terrestrial Services Department, Informatics, Administration and Publications Department, and the Study Groups Department.

Job Overview:
The position of Project Officer within the Space Services Department (SSD) of the Radiocommunication Bureau involves a range of responsibilities aimed at ensuring effective management and coordination of space systems and earth stations. The incumbent will work under the supervision of the Head of the Coordinated Space Systems Division (CSS) and will be tasked with applying the Radio Regulations and international agreements to various projects. This role requires participation in studies and examinations related to the use of the radio frequency spectrum, including both geostationary and non-geostationary orbits. The Project Officer will analyze technical and operational data from frequency assignment notices and engage in regulatory and technical examinations. The position also involves formulating findings and recommendations, reviewing the Master International Frequency Register (MIFR), and assisting administrations with frequency and orbit management. Additionally, the Project Officer will participate in preparatory work for World Radiocommunication Conferences and Radiocommunication Assemblies, contributing to seminars and training programs as needed. The role demands a proactive approach to problem-solving and collaboration with various stakeholders in the field of radiocommunication.

Duties and Responsibilities:
The duties and responsibilities of the Project Officer include: 1. Participating in studies and examinations related to the use of the radio frequency spectrum and both geostationary and non-geostationary orbits. 2. Analyzing technical and operational data contained in frequency assignment notices, including regulatory and technical examinations related to administrative due diligence information. 3. Formulating findings and associated recommendations based on analysis and review of the Master International Frequency Register (MIFR). 4. Identifying requirements for software development, establishing technical criteria and calculation methods, and contributing to the development, improvement, and testing of software used for processing satellite network filings. 5. Providing specialized assistance to administrations regarding the use of frequencies and orbits for radiocommunication space-related services. 6. Participating in preparatory work for World Radiocommunication Conferences and Radiocommunication Assemblies, and contributing to BR seminars and training programs. 7. Assisting the Head of Division in implementing decisions from conferences and meetings, conducting analytical studies of decisions, and preparing BR circular letters to administrations outlining necessary actions. 8. Performing other related duties as assigned by the Head of Division.

Required Qualifications:
The required qualifications for the Project Officer position include: 1. An advanced university degree in telecommunications/radiocommunications engineering or a related field such as science/engineering or electrical/electronic engineering. Alternatively, candidates may possess education from a reputed college of advanced education with a diploma equivalent to an advanced university degree in one of the aforementioned fields. 2. For internal candidates, a first university degree in one of the relevant fields combined with seven years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes. 3. A strong understanding of the ITU Radio Regulations and their application to radiocommunication services is highly desirable. 4. Proficiency in computer applications specific to scientific and engineering fields is required, along with familiarity in using relational databases in a client/server architecture and knowledge of SQL.

Educational Background:
Candidates must possess an advanced university degree in telecommunications/radiocommunications engineering or a related field. Alternatively, education from a reputable college of advanced education with a diploma equivalent to an advanced university degree in one of the relevant fields is acceptable. For internal candidates, a first university degree in one of the fields combined with seven years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.

Experience:
Candidates should have at least five years of progressively responsible experience in the field of satellite communications, including frequency spectrum management and/or satellite frequency coordination, with a minimum of two years at the international level. A Doctorate in a related field may substitute for two years of working experience. Knowledge of the ITU Radio Regulations and their application to radiocommunication services is considered an asset. Experience with computer applications specific to scientific and engineering fields is required, as well as familiarity with relational databases and programming languages.

Languages:
Candidates must have knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at an advanced level, along with knowledge of a second official language at an intermediate level. Knowledge of a third official language would be advantageous. Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized for candidates from developing countries who possess a thorough knowledge of one of the official languages of the Union.

The position is a project-based contract with a duration of two years. It is open to external candidates and offers a competitive salary structure, including a net annual salary and a post adjustment (cost of living allowance). The total annual salary starts at $71,335, with a post adjustment of $60,421.
