The General Secretariat of the International Telecommunication Union (ITU) is responsible for directing the administrative, human, and financial resources and activities of the Union. Established to facilitate international cooperation in telecommunications, the ITU plays a crucial role in coordinating global telecommunication standards and policies. The organization operates in multiple countries and engages with various stakeholders, including Member States, Sector Members, and academia. The General Secretariat ensures the implementation of the Strategic Plan and provides logistical and IT support for the Union's activities, including conferences and global forums. It also manages corporate governance and strategic communications, ensuring effective coordination across different sectors of the ITU.

Job Overview:
The Chief of Oversight is a pivotal role within the ITU, tasked with providing independent and objective audit, investigation, and evaluation services. This position is designed to enhance the integrity and reputation of the Organization while ensuring that its operations are efficient and effective. The Chief will report directly to the Secretary-General and will have the authority to initiate and conduct audits, evaluations, and investigations into allegations of wrongdoing. The role requires a strategic vision to lead the Oversight Unit, ensuring that its work aligns with international standards and contributes to the continuous improvement of ITU operations. The incumbent will also be responsible for developing and implementing medium and long-term strategies that add value to the ITU, ensuring that the organization meets its objectives and adheres to best practices in governance and oversight.

Duties and Responsibilities:
The Chief of Oversight will perform a variety of duties, including: providing strategic vision and leadership for the Oversight Unit; ensuring compliance with international auditing standards; offering independent assurance and advice to the Secretary-General and Member States; leading complex audits and investigations; preparing an annual oversight plan based on risk assessments; developing quality assurance programs; reviewing ITU's internal control mechanisms; managing the Oversight Unit's resources; seeking advice from the Independent Management Advisory Committee; representing ITU at high-level meetings; and performing other related duties as assigned. This role requires a proactive approach to identifying risks and ensuring that the ITU operates effectively and efficiently.

Required Qualifications:
Candidates must possess an advanced university degree in business administration, public administration, audit, law, finance, accounting, or a related field. Alternatively, a diploma from a reputed college of advanced education equivalent to an advanced degree may be accepted. Professional certification from recognized auditing bodies (such as CIA, CFE, CPM, CISA) is mandatory. Internal candidates may be considered with a first university degree combined with twenty years of qualifying experience. The role demands a high level of integrity, objectivity, and fairness, along with the ability to handle confidential information responsibly.

Educational Background:
The educational requirements for this position include an advanced university degree in relevant fields such as business administration, public administration, audit, law, finance, or accounting. Candidates with equivalent qualifications from recognized institutions may also be considered. For internal candidates, a first university degree combined with extensive experience may suffice for promotion or rotation purposes. Professional certifications from recognized auditing bodies are essential for this role.

Experience:
Candidates should have at least fifteen years of progressively responsible experience in audit, investigations, evaluations, management advisory services, or related fields. This experience should include at least seven years at the international level in senior management and policy-making roles. A Doctorate in a related field may substitute for three years of experience. Proven experience in staff supervision and within a United Nations organization is advantageous.

Languages:
Candidates must have advanced knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) and intermediate knowledge of a second official language. Knowledge of a third official language is considered an advantage. There may be flexibility in language requirements for candidates from developing countries who possess thorough knowledge of one official language.

Additional Notes:
The Chief of Oversight will be appointed on a fixed-term contract for a duration of two years, with the possibility of renewal. The position is open to external candidates and offers a competitive salary, including a net annual salary and a post adjustment based on the cost of living. The total annual salary starts at $117,953, plus a post adjustment of $99,906.
