The officer will also identify software development needs and may participate in the development and testing of software used for processing satellite network filings. Duties and Responsibilities: The duties and responsibilities of the Regulatory and Technical Examination Officer include: 1. Performing regulatory and technical examinations of satellite network notices submitted by administrations, preparing findings and recommendations for the Head of Division. 2. Processing electronic notices of satellite networks through the internal processing system. 3. Undertaking studies related to the establishment of Rules of Procedure. 4. Preparing related administrative and technical correspondence. 5. Addressing assistance requests and conducting specific technical studies. 6. Identifying requirements for software development by the space applications software division and participating in the development, improvement, and testing of the software used for processing satellite network filings. 7. Providing support to the Head of Division in carrying out preparatory work for conferences, BR Seminars, and trainings, and participating in such events as required. 8. Carrying out other related duties as required.
Required Qualifications: The required qualifications for this position include a university degree in telecommunications/radiocommunications engineering or a related field such as science/engineering or electrical/electronic engineering. Alternatively, candidates may possess a diploma from a reputed college of advanced education that is equivalent to a university degree in one of the aforementioned fields. Candidates should also have at least three years of progressively responsible experience in radiocommunication, satellite engineering, or spectrum management. An advanced degree in a related field may substitute for one year of working experience, while a doctorate can substitute for two years of experience. Familiarity with relational databases in a client/server architecture, knowledge of SQL, and experience in developing engineering applications in one or more programming languages are also required.
Educational Background: Candidates must possess a university degree in telecommunications/radiocommunications engineering or a related field. This educational background should ideally be complemented by practical experience in the field, as well as familiarity with relevant technologies and regulations. A diploma from a recognized college of advanced education that is equivalent to a university degree in the relevant fields is also acceptable.
Experience: The position requires at least three years of progressively responsible experience in the field of radiocommunication, satellite engineering, or spectrum management. Candidates with advanced degrees may have their educational qualifications considered as substitutes for practical experience. Specifically, an advanced degree can replace one year of experience, while a doctorate can replace two years. Experience with relational databases, SQL, and programming languages is highly desirable, as it aligns with the technical competencies required for the role.
Languages: Candidates must have advanced knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) and intermediate knowledge of a second official language. Knowledge of a third official language is considered an advantage. There is a provision for relaxation of language requirements for candidates from developing countries, allowing them to apply if they possess thorough knowledge of one official language, even if they do not meet the full language criteria.
Additional Notes: The position is a project-based contract with a duration of two years. It is open to external candidates and offers a competitive salary structure, which includes a net annual salary and a post adjustment (cost of living allowance). The total annual salary starts at $56,046, with an additional post adjustment of $47,471. Other allowances and benefits may apply based on specific terms of appointment.
