Job Overview:
The Programme Director for Infrastructure and Air Basing is a pivotal role within NATO's Capability Development Directorate (CAPDEV). This position is responsible for leading the development and management of the Air Basing and Ammunition Storage Facilities Programme Plan, as well as the POL Programme Plan. The Programme Director will oversee the lifecycle of these facilities, ensuring that they meet the necessary standards and requirements throughout their operational life. The role requires a strategic approach to capability development, emphasizing innovation and the integration of various military and operational elements. The Programme Director will work closely with internal and external stakeholders to ensure that all infrastructure projects are aligned with NATO's broader objectives and governance structures. This position also involves significant interaction with military staff and other NATO entities, requiring strong leadership and communication skills to facilitate collaboration and achieve program outcomes.

Duties and Responsibilities:
The Programme Director will lead the development of Infrastructure and Facilities Capability Programme Plans, ensuring that all program outcomes are delivered effectively. Key responsibilities include assessing lifecycle costs, scope, schedule, risk, and performance against agreed tolerances. The Programme Director will direct assigned Project Coordinators in developing material solutions for the Infrastructure and Facilities Programme Plan. Additionally, the role involves maintaining up-to-date data in management information systems to support project management and monitoring. The Programme Director will also lead or support other Infrastructure Programmes/Projects as directed, represent the ACT MSIF Branch at various meetings and conferences, and coordinate the development of Infrastructure and Facilities related Non-AOM Urgent Requirements and Minor Works. Regular programme reviews will be conducted to monitor capability requirements and ensure coherent delivery across the DOTMLPFI spectrum.

Required Qualifications:
Candidates must possess a University Degree in civil engineering or a related discipline, along with a minimum of four years of relevant post-degree experience. Proven experience in a leading role within programme management and resource allocation in a large organization is essential, with at least five years of experience in infrastructure and facilities programmes within the last decade. Familiarity with the military or industry infrastructure and facilities business is also required. Desirable qualifications include being a Chartered/Professional engineer" style="border-bottom: 1px dotted #007bff !important;">Civil Engineer or Military Engineer, understanding NATO's governance and management model, and holding qualifications such as Managing Successful Programmes (MSP) or PRINCE 2.

Educational Background:
A University Degree in civil engineering or a related field is mandatory for this position. This educational background provides the necessary technical knowledge and skills required to manage complex infrastructure projects effectively. Additional certifications or qualifications in project management methodologies, such as MSP or PRINCE 2, are highly desirable and can enhance a candidate's suitability for the role.

Experience:
Candidates should have a minimum of four years of post-degree experience in relevant fields, with a strong emphasis on programme management and resource allocation. At least five years of leading experience within infrastructure and facilities programmes is required, demonstrating a solid understanding of the complexities involved in managing such projects. Experience in both military and industry contexts is advantageous, as it provides a broader perspective on infrastructure challenges and solutions.

Languages:
Fluency in English is mandatory, with a required proficiency level of SLP 3333, which encompasses listening, speaking, reading, and writing skills. While English is the primary language for this position, knowledge of additional languages may be considered beneficial, particularly in a multinational organization like NATO, where communication with diverse stakeholders is essential.

Additional Notes:
The successful applicant will be required to obtain NATO SECRET Security Clearance prior to the final confirmation of the contract and commencement of employment. The contract for newly recruited staff will be a three-year definite duration contract, in accordance with NATO Civilian Personnel Regulations.
