Job Overview: The NATO Programme Director for Land Facilities is a pivotal role within the Capability Development Directorate (CAPDEV) of NATO. This position is responsible for leading the development of NATO Infrastructure programme plans across all lines of development, ensuring that the delivery of programme outcomes aligns with the strategic objectives of NATO. The Programme Director will oversee the lifecycle of capability requirements, from planning and development through to acceptance and disposal of facilities. This role requires a comprehensive understanding of the DOTMLPFI framework (Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Interoperability) to effectively manage and monitor capability projects. The Programme Director will also be expected to maintain close liaison with various stakeholders, including military and civilian personnel, to ensure coherent delivery of capabilities and to represent the Material Solutions, Infrastructure & Facilities Branch at various meetings and conferences. The position demands strong leadership skills, strategic thinking, and the ability to navigate complex organizational structures to achieve desired outcomes.
Duties and Responsibilities: The Programme Director will have a range of responsibilities, including but not limited to: leading the development of NATO Infrastructure programme plans, monitoring capability requirements development, planning operations and maintenance support, directing acceptance processes, and managing the disposal of facilities no longer required. The role also involves directing Project Coordinators in the development of infrastructure and facilities projects, maintaining close liaison with other HQ SACT staff and stakeholders, and representing the MSIF Branch at meetings and workshops. The Programme Director will be responsible for ensuring that all projects align with NATO's strategic objectives and will need to analyze and assess project outcomes against agreed tolerances. Additionally, the incumbent will be expected to lead or support other Infrastructure Capabilities/Programmes/Projects as directed by the Branch Head.
Required Qualifications: Candidates must possess a university degree in architecture, civil engineering, infrastructure development, construction management, facilities management, military engineering, or a closely related discipline. Additionally, candidates should have at least 4 years of post-related experience, or if they have higher secondary education, they should have completed advanced vocational training leading to a professional qualification or accreditation, along with 5 years of post-related experience and 2 years of function-related experience. Furthermore, candidates must have at least 5 years of programme management experience in a large organization and at least 5 years of experience within Infrastructure and Facilities Programmes, specifically in Land facilities such as training facilities and ranges.
Educational Background: The educational background required for this position includes a university degree in a relevant field such as architecture, civil engineering, infrastructure development, construction management, facilities management, or military engineering. Alternatively, candidates with higher secondary education and advanced vocational training in a related discipline leading to professional accreditation will also be considered. The emphasis is on obtaining a solid foundation in the principles of infrastructure development and management, as well as practical experience in the field.
Experience: The position requires a significant level of experience, specifically at least 5 years of programme management experience within a large organization. Candidates should also have a minimum of 5 years of experience working within Infrastructure and Facilities Programmes, demonstrating a strong understanding of the complexities involved in managing such projects. Experience in Land facilities, including training facilities and ranges, is particularly relevant and essential for this role.
Languages: The mandatory language requirement for this position is English, with a proficiency level of SLP 3333, which includes listening, speaking, reading, and writing. This level of proficiency is necessary to ensure effective communication within the organization and with external stakeholders. While English is the primary language required, additional language skills may be considered advantageous but are not mandatory.
Additional Notes: This position is linked to a specific NATO project and is for a limited duration of three years only. Serving NATO International Civilian staff will be offered a contract in accordance with NATO Civilian Personnel Regulations, while newly recruited staff will receive a three-year definite duration contract.
