Job Overview:
The Technical Assistance Advisor position within the Fiscal Affairs Department (FAD) of the IMF is a crucial role aimed at enhancing public financial management (PFM) in member countries. The advisor will be responsible for providing capacity development support, which includes conducting diagnostic missions, training sessions, and workshops. The role requires a deep understanding of various PFM areas such as macro-fiscal frameworks, budget preparation and execution, fiscal reporting, and public investment management. The advisor will also be expected to leverage emerging technologies, including artificial intelligence, to improve public finance practices. This position is not only about providing technical expertise but also about fostering relationships with national authorities and development partners to ensure effective implementation of PFM strategies.

Duties and Responsibilities:
The Technical Assistance Advisor will have a comprehensive set of responsibilities, including: leading and participating in capacity development activities in specified PFM areas; coordinating and supervising the technical content of capacity development delivered by IMF’s regional centers; designing and managing multi-year capacity development projects for assigned countries; contracting and supervising short-term experts as necessary; reporting on project performance and developing proposals for donor funding; contributing to the analytical and research work of FAD on global PFM themes; and developing technical guidance notes and capacity development tools. The advisor will also be expected to maintain effective communication with stakeholders and handle sensitive issues with discretion.

Required Qualifications:
Candidates must possess a relevant advanced university degree or equivalent qualifications in economics, finance, or accounting. A minimum of four years of relevant professional experience is required, with preference given to those with at least ten years of practical experience in senior advisory roles within ministries of finance, international financial institutions, or development partners. Candidates should have a strong background in public financial management practices across different countries and experience in delivering capacity development initiatives.

Educational Background:
The ideal candidate should have an advanced degree in economics, finance, or accounting. This educational background is essential to understand the complexities of public financial management and to provide effective advisory services to member countries.

Experience:
The position requires at least four years of relevant professional experience, with a strong preference for candidates who have ten or more years of experience in senior roles related to public financial management. This experience should ideally include direct involvement in capacity development and project management within the context of international finance or development.

Languages:
Strong oral and written communication skills in English are mandatory for this position. Additionally, proficiency in French, Russian, or Arabic is considered an advantage, as it would facilitate communication with a broader range of stakeholders in the countries served by the IMF.
