Job Overview:
The Chief of the Staff Employment and Administration Section (SEA) is a pivotal role within the Human Resources framework of ICAO. This position is responsible for leading the operational aspects of human resources management, including contract management, benefits administration, and employee entitlements. The Chief will report directly to the director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director for Human Resources and will oversee a team that implements HR services aimed at enhancing the operational capacity of ICAO's staff. The role requires strategic leadership to ensure that HR services are delivered effectively and align with the organization's business goals. The Chief will also be responsible for developing and executing strategies related to employee benefits and entitlements, ensuring compliance with policies, and implementing improvements in HR operations through technology and innovative solutions.

Duties and Responsibilities:
The Chief, Staff Employment and Administration will have a wide range of responsibilities, including:
  • Providing strategic leadership and management of the SEA Section, ensuring timely and high-quality execution of work programs.
  • Developing and executing strategies for employee benefits and entitlements in alignment with ICAO's business objectives.
  • Offering policy guidance on HR strategies and ensuring compliance with regulations.
  • Conducting regular reviews of HR processes to identify areas for improvement.
  • Implementing technology solutions to enhance HR operations and service delivery.
  • Preparing position papers and reports for senior management and governing bodies.
  • Coordinating the implementation of audit recommendations and establishing internal controls.
  • Collaborating with cross-functional teams to support HR initiatives and monitor performance indicators to ensure service delivery meets client needs.
  • Administering employee benefits programs and ensuring consistent application of HR policies. 1
  • Liaising with other UN organizations and host country entities on staff administration matters.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in human resources management, business administration, organizational development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, candidates should have strong analytical and conceptual skills, the ability to apply organizational rules and regulations, and a commitment to professional integrity and accountability.

Educational Background:
The educational requirements for this position include an advanced university degree in a relevant field such as human resources management, business administration, or social sciences. A first-level university degree may be considered if accompanied by significant relevant experience. Project Management Certification is desirable but not mandatory.

Experience:
Candidates should have a minimum of ten years of progressively responsible experience in human resources management, with at least five years within the United Nations Common System or a similar international organization. Experience in supervising HR staff and managing contract administration, entitlements, and benefits is essential. Proven leadership experience in dynamic environments and the ability to support change initiatives are also required. Experience in drafting reports for oversight bodies and implementing innovative HR solutions is desirable.

Languages:
Fluency in English is required for this position, with a minimum UN Level III proficiency in reading, writing, listening, and speaking. Knowledge of additional languages such as Arabic, Chinese (Mandarin), French, Russian, or Spanish is desirable, with a minimum UN Level I proficiency in these languages.

Additional Notes:
This position is offered on a fixed-term basis for an initial period of three years, with the first year being probationary for external candidates. ICAO staff members are expected to conduct themselves in accordance with the standards of conduct for international civil servants. The position offers a competitive salary, including a net base salary of USD $103,165 plus a post adjustment of USD $34,148, which is subject to change.
