Job Overview:
The Manager for Diplomatic Engagement will play a pivotal role in supporting the NDC Partnership's 2026-2030 Work Program, focusing on evidence-based outreach to enhance political engagement and collaboration among its members. This position requires a deep understanding of complex political dynamics and the ability to track and analyze developments relevant to the NDC Partnership's mission. The Manager will work closely with the leadership of the NDC Partnership, including the Support Unit Global Director and the Co-Chairs, to identify and leverage opportunities for advancing the Partnership's objectives in a rapidly changing global landscape. The role emphasizes the importance of translating insights into actionable outreach and communication strategies that enhance visibility and influence decision-makers. The Manager will also be responsible for monitoring international, regional, and sectoral policy developments, supporting relationships with government actors and external partners, and producing high-quality written materials that inform strategic decision-making and external communications.

Duties and Responsibilities:
  • Policy Research and Analysis (30%): Monitor national, regional, and international political and policy developments relevant to the NDC Partnership's mission. Track and review key reports and decisions from intergovernmental bodies, UN agencies, governments, and NGOs. Provide timely guidance to colleagues on policy narratives and emerging trends, opportunities, and challenges in the policy landscape. Offer analyses that shape strategic positions and recommendations for outreach by the NDC Partnership's leadership.
  • Outreach and Stakeholder Engagement (60%): Support a broad range of relationships with UN entities, international organizations, financial institutions, governments, and other partners. Draft and propose ideas for strategic papers, policy memos, reports, and other materials for the NDC Partnership's membership and external communications. Collaborate with the Communications Team to develop strategic messaging and talking points for diplomatic engagements. Maintain knowledge of relevant events affecting the NDC Partnership's objectives and support planning and execution of policy events and briefings.
  • Knowledge and Data Management (10%): Maintain internal knowledge, trackers, and shared resources from policy research and stakeholder engagement. Strengthen systems for tracking policy developments and ensure preservation of key documents. Contribute to the maintenance and expansion of a database of key contacts.

Required Qualifications:
  • Education: An advanced degree in international policy or a related field, with a strong background in policy research, analysis, and advocacy.
  • Experience: A minimum of 5 years of experience in bilateral government relations and/or diplomacy, with a comprehensive understanding of multilateral climate and development processes. Proven ability to synthesize qualitative and quantitative information into impactful briefs and decision papers. Experience working in multi-stakeholder initiatives and engaging with government officials and international organizations. Familiarity with UNFCCC and the Paris Agreement is essential.
  • Skills: Strong writing and editing skills, high level of organization, attention to detail, and the ability to manage multiple projects simultaneously. Ability to work independently in a fast-paced environment with shifting priorities. Strong interpersonal skills and a professional demeanor are required, along with a commitment to the NDC Partnership's mission.

Educational Background:
Candidates must possess an advanced degree in international policy or a related field. This educational background should include a focus on policy research, analysis, and advocacy, equipping the candidate with the necessary skills to navigate complex political landscapes and contribute effectively to the NDC Partnership's objectives.

Experience:
The position requires a minimum of 5 years of relevant experience in bilateral government relations and/or diplomacy. Candidates should have a strong understanding of the multilateral climate and development architecture and processes, as well as a proven track record of synthesizing information into impactful briefs and decision papers. Experience in engaging with government officials and collaborating with international organizations to advance policy objectives is crucial.

Languages:
Fluency in English, both written and verbal, is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
This is a hybrid position requiring 8 days per month in the office, based in Washington, D.C. Existing work authorization is required at the time of application submission, as WRI is unable to sponsor any visa work sponsorship for this position. Candidates must be residents of DC, Maryland, or Virginia at the start of employment. The potential salary for this position ranges from $96,750 to $121,905, commensurate with experience and other compensable factors.
