Job Overview:
The Extended Term Consultant (ETC) for Business Integrity will play a crucial role in supporting the World Bank Group's Business Integrity Office (BIO) in updating the organization's approach to managing business integrity and financial crime risks. This position is designed for an initial period of one year and is based at the WBG Headquarters in Washington, DC. The ETC will be involved in a strategic project that includes mapping current business integrity controls across member entities, designing a proposed group-wide target operating model for managing risks, drafting updated policies and procedures, and supporting interim harmonization activities across private-sector operations. The role requires collaboration with various stakeholders and the ability to manage multiple tasks effectively, ensuring that the WBG's integrity standards are upheld and enhanced.

Duties and Responsibilities:
The duties and responsibilities of the ETC include:
  • Supporting the mapping of business integrity controls across member entities, which involves inventorying and reviewing documentation, interviewing stakeholders, and preparing report narratives.
  • Assisting in the design of a proposed group-wide target operating model for managing business integrity and financial crime risks, including developing policy and procedure architecture and updating oversight and monitoring programs.
  • Drafting updated policies and procedures, ensuring alignment with both first-line operational procedures and second-line owned group-wide policies.
  • Supporting harmonization activities across private-sector operations, such as aligning management information reporting practices and developing program standards.
  • Advising operational units on programmatic standards and seeking stakeholder feedback on policies and procedures.
  • Providing project management support to the Global Head of Business Integrity and the Global Lead of Business Integrity Program Transformation as needed.

Required Qualifications:
The ideal candidate for the ETC position should possess the following qualifications:
  • A Bachelor’s or Master's degree in a related field.
  • At least 2 years of relevant experience in financial crime risk management or related areas.
  • Proven experience in conducting financial crime risk assessments for regulated financial institutions or development finance institutions (DFIs).
  • Experience in drafting and developing anti-financial crime policies and procedures.
  • Expertise in financial crime risk management, particularly in anti-money laundering and counter-terrorism financing, with a preference for additional experience in anti-fraud and anti-bribery and corruption.
  • Experience working in a leading consulting firm or within the anti-financial crimes department of a financial institution, with a preference for experience in supervisory agencies or auditing firms.
  • Knowledge of international standards and industry practices related to financial crime risk management and know-your-customer (KYC) programs.
  • Fluency in written English is mandatory.

Educational Background:
Candidates must have a Bachelor’s or Master's degree in a relevant field, which may include finance, law, business administration, or a related discipline. This educational background is essential for understanding the complexities of financial crime risk management and the regulatory environment in which the World Bank Group operates.

Experience:
The position requires at least 2 years of relevant experience in financial crime risk management, particularly in contexts involving regulated financial institutions or development finance institutions. Candidates should have a demonstrated ability to conduct financial crime risk assessments and develop policies and procedures that align with international standards.

Languages:
Fluency in written English is mandatory for this position. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly if they are relevant to the regions in which the World Bank Group operates.

This position is a local recruitment opportunity with a term duration of one year. The Extended Term Consultant (ETC) appointment is subject to a lifetime maximum of three years, and former or current ET staff who have completed or are in the process of completing their third-year ET appointment are not eligible for future ET appointments.
