Job Overview: The Public Financial Management II Division (FADM2) of the Fiscal Affairs Department (FAD) is seeking qualified candidates for the positions of economist/senior economist and headquarters-based technical assistance advisors. The primary function of this role is to provide capacity development (CD) support to IMF member countries, particularly in non-Anglophone Africa, Asia and Pacific, and the Western Hemisphere. The successful candidates will engage in various work streams, including diagnostic missions, training sessions, and workshops, addressing a wide range of public financial management (PFM) issues. These issues encompass legal frameworks, fiscal and budget frameworks, fiscal risk management, budget formulation and execution, public investment management, cash and debt management, and the digitalization of public finance. The role requires a proactive approach to contribute to the division's objectives and to support member countries in enhancing their public financial management systems.
Duties and Responsibilities: The economist/senior economist and technical assistance advisors will have several key responsibilities, including: leading and participating in capacity development activities in various PFM areas; coordinating and supervising the technical content of CD delivered by IMF’s regional technical assistance centers and long-term PFM experts; designing multi-year CD projects for assigned countries based on reform priorities and needs; actively managing project activities, including contracting and supervising short-term experts; reporting on project performance and developing proposals for donor funding; advising IMF area departments on PFM priorities in the context of surveillance and lending operations; and contributing to FAD’s analytical and research work on core and emerging global PFM themes.
Required Qualifications: Applicants must possess an advanced university degree (preferably at the master’s level or higher) or an equivalent qualification in a relevant field, such as economics or finance. A minimum of four years of professional experience in a senior line or advisory position within a ministry of finance or an international financial institution is required, with candidates having at least 10 years of experience strongly preferred. Candidates should demonstrate expertise in a broad range of PFM topics, possess considerable first-hand knowledge of PFM practices across different countries, and have a thorough understanding of institution-building challenges in emerging markets and developing economies. Strong English oral and written communication skills are essential, along with proficiency in French and Spanish for certain positions.
Educational Background: The educational background required for this position includes an advanced university degree, ideally at the master’s level or higher, in a relevant subject area such as economics, finance, or a related field. This advanced education is crucial for understanding complex financial systems and public financial management practices.
Experience: Candidates are expected to have a minimum of four years of professional experience in a senior advisory or line position within a ministry of finance or an international financial institution. However, those with at least 10 years of relevant experience are strongly preferred. This experience should encompass a wide range of public financial management topics and demonstrate the ability to engage with various stakeholders effectively.
Languages: Strong proficiency in English is mandatory, with excellent oral and written communication skills. Additionally, proficiency in French and Spanish is required for some positions, making these languages advantageous for candidates applying for this role.
