Job Overview: The primary objective of the position is to ensure a relevant, timely, and effective response to acute crises. The Emergency Management Department of HI is responsible for monitoring, preparing for, and responding to natural and human-induced disasters. Depending on the intensity of the crisis and the capacity of the existing program, the Emergency Management Department may lead certain emergency interventions or support the Geographic/Regional Management in responding to a new disaster. Under the direction of the Emergency Pool Manager, the team consists of seven emergency specialists ready to be deployed within 72 hours. The role involves initial diagnostics and developing emergency responses, contributing to defining strategies and assessment tools, participating in needs assessments, analyzing results, and defining immediate responses. Additionally, the position includes project development and proposal writing, coordinating administrative, financial, and HR support for mission openings, and ensuring compliance with donor regulations.
Duties and Responsibilities: The duties and responsibilities of the Urgency Manager include conducting initial diagnostics and developing emergency response strategies, contributing to the definition of assessment tools, participating in needs assessments, analyzing results, and defining immediate responses. The role also involves project development and proposal writing, coordinating administrative, financial, and HR support for mission openings, and ensuring compliance with donor regulations. The manager will oversee budget implementation and monitoring, manage human resources policies, evaluate and strengthen partner capacities, and contribute to internal capacity building for emergency response. The position also requires participation in formalizing methodologies, procedures, and emergency tools, contributing to HI's emergency strategy, and representing HI in external coordination mechanisms. The manager will also support financial management of the emergency team's budget and assist in budgetary, administrative, and HR follow-up.
Required Qualifications: Candidates must have at least three years of experience in emergency intervention and in a finance, HR, and administration management role. Experience in initial assessments and mission openings is a plus. Applicants should have confirmed experience in managing and representing teams, mastery of project cycle management, and knowledge of donor regulations (EU, US, DFID, etc.). The ability to demonstrate responsiveness, flexibility, and good prioritization skills is essential. Familiarity with the Navision software is an advantage. Proficiency in French and English at a professional level is required, while knowledge of Spanish or Arabic is considered a plus.
Educational Background: The position requires a relevant educational background in finance, human resources, administration, or a related field. Candidates should possess a degree that aligns with the responsibilities of managing emergency interventions and the associated financial and administrative tasks.
Experience: The ideal candidate should have a minimum of three years of relevant experience in emergency intervention, particularly in finance, HR, and administration management roles. Experience in initial assessments and mission openings is highly desirable, as is a proven track record in managing and representing teams effectively.
Languages: Proficiency in French and English at a professional level is mandatory for this position. Knowledge of Spanish or Arabic is considered advantageous and may enhance the candidate's profile.
Additional Notes: This is a permanent contract (CDI) based in Lyon and on intervention sites. The position offers a hardship allowance of €620 gross per month, per diem, and health coverage, including repatriation and insurance, provided by HI and the employee. Accommodation on-site is collective and covered by HI. Recovery time ranges from 2 to 5 days depending on the duration of the field mission. Employees enjoy 34 days of paid leave, 13 RTT days annually, and the existence of a CET.
