Job Overview:
The National Expert on Gender-Responsive Budgeting (GRB) will play a crucial role in supporting UN Women’s initiatives to strengthen capacities in gender-responsive policy and budgeting across various governmental levels in Bosnia and Herzegovina. This position involves developing a detailed workplan, conducting training sessions for Ministries of Finance and line ministries, and providing ongoing technical support to ensure that gender considerations are integrated into budgetary processes. The expert will facilitate training sessions in both Mostar and Banja Luka, focusing on equipping civil servants with the necessary skills to implement gender-responsive budgeting effectively. The overarching goal is to ensure that women's needs and priorities are systematically incorporated into policies and budgets, contributing to transformative change in gender equality and women's empowerment.

Duties and Responsibilities:
The consultant will be responsible for several key deliverables, including:

• Designing a consultancy workplan that outlines the methodology and indicators for tracking progress.
• Preparing and delivering two basic and two advanced GRB training sessions across sectors, targeting MOFs and line ministries at various governmental levels.
• Providing ongoing technical support to MOFs and line ministries to mainstream gender in budgetary processes.
• Documenting the support provided and key outcomes, contributing to a final consultancy report.
• Conducting consultations with the project team to ensure alignment with program priorities.
• Facilitating pre- and post-training evaluations to assess learning outcomes and preparing comprehensive training materials.

Required Qualifications:
Candidates must possess a Master’s degree in economics, public finance, social sciences, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. Additionally, candidates should have a minimum of 5 years of relevant professional experience in gender equality, public finance management, or related areas. Demonstrated technical expertise in government public finance policies and processes, as well as GRB methodologies, is essential. Experience in designing and delivering training sessions for adult audiences, particularly in multicultural environments, is also required.

Educational Background:
A Master’s degree in economics, public finance, social sciences, or a relevant field is required. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted. This educational background is critical for understanding the complexities of gender-responsive budgeting and public finance management.

Experience:
The position requires a minimum of 5 years of relevant professional experience in areas such as gender equality, public finance management, or public sector reform. Candidates should have demonstrated expertise in government public finance policies and processes, particularly in relation to gender-responsive budgeting. Experience in designing and delivering training sessions for civil servants and technical staff in diverse environments is also necessary.

Languages:
Fluency in Bosnian/Croatian/Serbian and English is required. This bilingual proficiency is essential for effective communication and training delivery in the context of gender-responsive budgeting initiatives.

Additional Notes:
This consultancy is home-based, with the expectation of travel to Mostar and Banja Luka for training delivery. All travel costs will be covered separately by UN Women. The consultancy is expected to span a total of 26 days, with specific deliverables due on set dates throughout the consultancy period. The consultant will report to the Governance and Leadership Programme Coordination Specialist and will work closely with the Programme Associate for contract and payment issues.
