Job Overview:
The Programme Analyst for Gender Equality at UN Women in Armenia will play a crucial role in the implementation, coordination, monitoring, and reporting of the EU4 Gender Equality Phase III programme. This position requires a substantive technical and programmatic support to ensure effective delivery of programme results. The Programme Analyst will work closely with various stakeholders, including government institutions, civil society organizations, and private sector partners, to promote gender-responsive policies and services, prevent gender-based violence, and expand women's economic opportunities. The role involves contributing to programme planning, policy dialogue, partnership development, knowledge management, and ensuring compliance with UN Women policies and donor requirements. The Programme Analyst will also be responsible for monitoring programme implementation and results, providing technical support and capacity development, and contributing to advocacy and communications efforts.

Duties and Responsibilities:
  • Provide substantive technical support to the implementation and coordination of the EU4 Gender Equality Phase III Programme, ensuring compliance with UN Women policies and donor requirements.
  • Manage programme implementation and partnerships by coordinating agreements with responsible parties, monitoring progress, and reviewing reports.
  • Provide technical support and capacity development to programme partners, organizing workshops and developing guidance materials.
  • Monitor programme implementation and results, tracking indicators and preparing progress reports.
  • Support programme planning, financial management, and quality assurance, ensuring timely completion of management processes.
  • Contribute to advocacy, communications, and knowledge management by developing communication materials and supporting advocacy initiatives.
  • Support regional collaboration and knowledge exchange across participating countries.
  • Perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in gender studies, social sciences, international development, human rights, public policy, political science, sociology, economics, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification would be an asset. Candidates should have at least 2 years of progressively responsible professional experience in programme management and implementation related to gender equality, women's empowerment, and prevention of gender-based violence. Experience in managing complex, multi-stakeholder development programmes funded by bilateral or multilateral donors is essential, along with a strong understanding of Results-Based Management principles.

Educational Background:
A Master's degree or equivalent in relevant fields such as gender studies, social sciences, international development, human rights, public policy, political science, sociology, or economics is required. A first-level university degree with additional qualifying experience may be accepted. A project/programme management certification is considered an asset.

Experience:
The position requires at least 2 years of relevant experience with a Master's degree or 4 years with a Bachelor's degree in programme management and implementation in areas such as gender equality, women's empowerment, and social norms transformation. Candidates should have demonstrated experience in coordinating complex development programmes, applying Results-Based Management principles, and preparing high-quality reports. Experience working with various stakeholders, including government institutions, civil society organizations, and private sector actors, is crucial.

Languages:
Fluency in English and Armenian is required for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is desirable and would be considered an advantage.
