Job Overview:
The Senior Supply Assistant plays a crucial role in supporting the supply chain function within UNHCR. This position involves a wide range of responsibilities including planning, sourcing, procurement, transport, shipping, customs clearance, warehousing, asset management, and fleet management. The incumbent will work under the supervision of a higher-level supply position and will receive guidance on complex issues while independently handling routine tasks. The role requires effective communication and collaboration with various stakeholders including other UNHCR offices, UN agencies, NGOs, government partners, and commercial contractors to ensure the efficient management of material resources. The Senior Supply Assistant is expected to uphold UNHCR's core values of professionalism, integrity, and respect for diversity while performing their duties.

Duties and Responsibilities:
The duties and responsibilities of the Senior Supply Assistant include:
  • Supporting supply activities in compliance with UNHCR supply chain rules and procedures to ensure timely and quality delivery of goods and services to persons of concern.
  • Applying UNHCR's sourcing and procurement strategy for purchasing important commodities and services.
  • Initiating customs clearance for consignments, drafting exemption requests, and liaising with local agents.
  • Assisting with warehouse management and planning deliveries of goods and services, providing updates on request statuses and item availability.
  • Maintaining accurate records of supply activities and generating reports as needed.
  • Examining purchase requests for conformity and liaising with requesters.
  • Preparing quotation requests and tenders, producing bid-tabulations, and preparing Purchase Orders for approval.
  • Dispatching approved Purchase Orders and following up on the delivery of ordered commodities and services.
  • Providing information on procurement activities within the area of responsibility. 1
  • Producing standard asset management reports and maintaining accurate data in relevant business systems. 1
  • Tracking global Supply KPIs and assisting in preparation of regional reports. 1
  • Monitoring periodic Supply exercises and providing relevant reports to senior managers. 1
  • Ensuring effective local liaison to support supply activities and managing the storage of goods according to best practices. 1
  • Assisting in the management of Property, Plant, and Equipment (PPE) according to UNHCR regulations, including registration, physical verification, and disposal processes. 1
  • Identifying and managing risks while seeking opportunities that impact objectives in the area of responsibility. 1
  • Performing other related duties as required.

Required Qualifications:
The required qualifications for the Senior Supply Assistant position include:
  • For G5 level, a minimum of 2 years of relevant experience with a High School Diploma, or 1 year of relevant work experience with a Bachelor’s degree or equivalent.
  • Essential functional skills include IT-Computer Literacy, Supply Chain Management, Supply Planning, Customs Clearance, Logistics, Warehouse Management, Asset Management, and Fleet Management.
  • Knowledge of UNHCR, UN, or other international organizations' procurement and supply chain policies is highly desirable.
  • Demonstrated experience in one or more areas of supply chain management is essential.

Educational Background:
The educational background required for this position includes a High School Diploma for candidates with 2 years of relevant experience, or a Bachelor’s degree or equivalent for those with 1 year of relevant work experience. No specific field of education is mandated, but relevant certifications in supply chain management or logistics would be advantageous.

Experience:
Candidates should have a minimum of 2 years of relevant experience for those with a High School Diploma, or 1 year of relevant experience for those with a Bachelor’s degree. Experience in supply chain management, procurement, warehousing, customs clearance, asset management, and inventory control is essential for this role.

Languages:
The mandatory language requirements for this position include proficiency in English and the UN working language of the duty station, which is Armenian. Knowledge of another UN language would be considered an asset. Candidates must demonstrate excellent written and spoken communication skills in both English and Armenian.
