Job Overview:
The Programme Policy Officer (PPO) for Capacity Transfer and Emergency Preparedness will play a crucial role in enhancing the capabilities of national and local authorities in Armenia to prepare for, respond to, and recover from disasters. This position is integral to the implementation of the WFP Country Strategic Plan 2026-2030, which aims to institutionalize key capacities and methodologies by 203

• The PPO will focus on transitioning emergency management from external agencies to sustainable, locally owned systems, ensuring that WFP's support aligns with national priorities. The role involves operationalizing findings from capacity gap assessments and implementing concrete actions to strengthen government preparedness and response frameworks.

Duties and Responsibilities:
The Programme Policy Officer will be responsible for a variety of duties, including:

• Supporting WFP’s engagement with government institutions to develop and implement policies and strategies that enhance national systems and capacities.
• Designing and operationalizing institutional frameworks, roadmaps, and action plans that improve planning, decision-making, and service delivery.
• Managing the transfer of WFP systems and operational best practices related to emergency preparedness and response.
• Contributing to evidence-based programming by translating insights and risk analyses into actionable recommendations for government engagement.
• Facilitating capacity strengthening activities for government institutions through training, coaching, and knowledge-sharing initiatives.
• Collaborating with various stakeholders, including UN agencies and civil society, to advance program objectives.
• Representing WFP in technical working groups and policy dialogues, providing technical inputs and supporting collaborative approaches.
• Coordinating internal emergency preparedness platforms to enhance organizational readiness and response capacity.
• Contributing to reporting and knowledge management to support accountability and institutional learning.

Required Qualifications:
Candidates must possess an advanced university degree in Economics, Social Sciences, Disaster Risk Management, Public Policy, or related fields. They should have at least 7 years of postgraduate professional experience in designing, implementing, and coordinating programs focused on government capacity strengthening and institutional development. Strong analytical, planning, communication, and stakeholder engagement skills are essential, along with familiarity with the UN humanitarian system and emergency preparedness concepts. The ability to foster partnerships and work effectively with diverse teams is crucial.

Educational Background:
An advanced university degree in relevant fields such as Economics, Social Sciences, Disaster Risk Management, or Public Policy is required for this position. This educational background provides the necessary theoretical foundation and practical skills needed to address complex challenges in government capacity strengthening and emergency preparedness.

Experience:
The position requires a minimum of 7 years of postgraduate professional experience in the design, implementation, and coordination of programs focused on government capacity strengthening and institutional development. Candidates should demonstrate a proven track record of fostering partnerships and working effectively with diverse teams, as well as strong familiarity with the UN humanitarian system and emergency preparedness and response.

Languages:
Fluency in English and Armenian is mandatory for this role, with additional languages being desirable. Proficiency in these languages is essential for effective communication and collaboration with various stakeholders, including government institutions and international partners.
