Job Overview:
The Senior Technical Officer (STO), Demand Planning-Malaria plays a crucial role in providing technical support to the National Malaria Control Program (NMCP) in Tanzania. This position is responsible for ensuring the availability and efficient management of malaria commodities and related supply chain systems. The STO will support the implementation, monitoring, and continuous improvement of malaria demand planning activities. This role requires close collaboration with project leadership to evaluate programmatic effectiveness, provide technical oversight, and prepare technical assessment reports. Additionally, the STO will contribute to business development efforts, including opportunity identification, proposal development, and strategic partnerships. The position demands a strong understanding of malaria demand planning and supply chain management, as well as the ability to mentor and build capacity among stakeholders.

Duties and Responsibilities:
The Senior Technical Officer will be responsible for a variety of tasks including providing technical support and guidance to the NMCP and key stakeholders to strengthen malaria commodity demand planning and supply chain management. The STO will ensure the timely availability of quality malaria commodities across the health system and will plan and execute quantification exercises for malaria commodities. Participation in bottom-up quantification exercises and supply chain reviews is essential. The STO will also support the NMCP in designing, planning, implementing, monitoring, and evaluating integrated malaria interventions. This includes tracking supplies, identifying potential challenges in the supply chain, and supporting mitigation measures. The role involves developing technical briefs, reports, and other materials to facilitate research and best practices in demand planning for malaria activities. The STO will also contribute to proposal writing for procurement of malaria commodities and develop technical proposals, budgets, and work plans related to malaria demand planning and supply chain strengthening.

Required Qualifications:
Candidates must possess in-depth knowledge of concepts, practices, and procedures for forecasting, demand planning, and supply chain management. The ability to develop scopes of work and technical specifications for partners and consultants is essential. A broad knowledge of quality assurance standards and continuous quality improvement principles is required. Proficiency in database management software and online search tools is necessary, along with excellent written, verbal, and interpersonal communication skills. Candidates should demonstrate cultural sensitivity and an understanding of the political, contextual, and ethical issues in their work. Strong organizational and analytical skills are also required, as well as demonstrated project management skills and the ability to influence and collaborate with others.

Educational Background:
A Master’s degree (or its international equivalent) in public health, pharmacy, laboratory sciences, or a related field is required. This educational background should be complemented by a minimum of six years of professional experience in commodity forecasting, quantification, demand planning, or supply chain management.

Experience:
Candidates should have a minimum of 6+ years of progressive responsible experience in national quantifications for malaria commodities, demand planning, or supply chain management at the national or sub-national level. Experience working with NGOs, government ministries, implementing partners, donors, or private organizations is essential. Demonstrated knowledge of Tanzania’s health supply chain systems and malaria commodity management is crucial, along with proficiency in national quantification and forecasting tools such as Quantimed, Pipelines, ForLab, or equivalent tools. Experience using LMIS/eLMIS platforms and other electronic logistics information systems for forecasting and supply chain performance monitoring is also required.

Languages:
Fluency in English and Kiswahili is mandatory. Candidates must be able to read, write, and speak both languages effectively. Additional language skills may be considered an asset but are not mandatory.

Additional Notes:
This position is full-time and may require travel of 10% to 25%. The expected hiring salary range for this role is TZS 68,000,000 - 90,000,000 for annual basic salary.
