Job Overview:
The National Climate Scientist position is a critical role within the OSCE Programme Office in Bishkek, aimed at addressing the pressing challenges posed by climate change in Kyrgyzstan, particularly concerning glacial lake outburst floods (GLOFs). The selected candidate will be responsible for selecting, downscaling, and operationalizing localized climate models for the Chu and Issyk-Kul river basins. This involves producing climate-driven scenario inputs that will enhance the existing GLOF monitoring system operated by the Ministry of Emergency Situations (MoES). The role requires a deep understanding of climate modeling, hydrometeorology, and the specific climatic conditions of Central Asia. The candidate will work closely with various stakeholders, including government agencies and technical experts, to ensure that the project objectives are met effectively. The position also emphasizes capacity building, as the candidate will be expected to train local staff and facilitate knowledge transfer regarding climate scenario modeling and its applications.

Duties and Responsibilities:
The duties and responsibilities of the National Climate Scientist include conducting an inception meeting with the OSCE Programme Office and the MoES, reviewing the existing GLOF monitoring system, and compiling hydrometeorological observation records for the targeted river basins. The candidate will select appropriate CMIP6 global climate model ensembles, perform statistical or dynamical downscaling to achieve a 5 km resolution for future climate scenarios, and generate glacier-melt and runoff projections for priority watersheds. The role also involves preparing scenario simulations, documenting climatic triggers relevant to GLOF generation, and collaborating with modeling experts to integrate climate projections into hydrodynamic breach scenarios. Additionally, the candidate will prepare training materials, deliver hands-on training to MoES technical staff, and participate in technical working group meetings. The final deliverables include a comprehensive climate modeling technical report and a formal handover of all datasets and documentation to the MoES.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or PhD) in climatology, atmospheric sciences, hydrometeorology, physical geography, or a closely related discipline. A minimum of 5 years of professional experience in climate modeling and/or downscaling of global climate models, particularly in Central Asia or similar mountain regions, is required. The ideal candidate should have demonstrated experience with CMIP5/CMIP6 datasets and familiarity with at least one statistical or dynamical downscaling technique. A working knowledge of mountain-cryosphere processes and their links to GLOF generation is essential. Proven experience in training and capacity building with national institutions is also necessary, along with fluency in Russian and a good working knowledge of English. Knowledge of Kyrgyz is considered an asset, as is familiarity with OSCE or comparable international organization procedures.

Educational Background:
The educational background required for this position includes an advanced university degree, specifically a Master’s degree or PhD, in relevant fields such as climatology, atmospheric sciences, hydrometeorology, or physical geography. This educational foundation is crucial for understanding the complexities of climate systems and their impacts on glacial dynamics and hydrology, particularly in the context of Central Asia's unique geographical and climatic conditions.

Experience:
The position requires a minimum of 5 years of professional experience in climate modeling and/or downscaling of global climate models. Languages:
Fluency in Russian is mandatory, along with a good working knowledge of English. Knowledge of Kyrgyz is considered an asset, as it may facilitate communication with local stakeholders and enhance the effectiveness of training and capacity-building efforts.
