Job Overview: The Senior Technical Advisor for Surveillance Strengthening will play a pivotal role in overseeing the implementation of epidemiology and surveillance activities under the STRengthening Infectious disease DEtection Systems (STRIDES) Activity in the Philippines. This position requires aligning technical frameworks and approaches with national guidelines and standards, identifying partnership needs, and ensuring technical performance. The advisor will be responsible for planning and implementing activities aimed at enhancing the quality and performance of surveillance systems, preparing project deliverables, and contributing to annual work plans and external communications. The role demands strong leadership in developing best practice documents, monitoring budgets, and evaluating program effectiveness while ensuring that all deliverables meet quality standards and are completed on time and within budget.
Duties and Responsibilities: The Senior Technical Advisor will serve as the technical lead for STRIDES surveillance activities, providing direction and oversight for day-to-day operations. Key responsibilities include:
Leading the implementation of epidemiology and surveillance activities, ensuring alignment with project goals and national guidelines.
Providing technical direction to project staff and ensuring adherence to expected outcomes.
Networking with internal and external stakeholders to facilitate collaboration and measure project indicators.
Supporting the professional development of direct reports through feedback and coaching.
Coordinating with project management and technical teams to develop and adjust work plans and budgets.
Drafting sub-awards and managing relationships with subcontractors.
Representing FHI 360 at professional meetings and maintaining relationships with donors and government agencies.
Contributing to business development strategies to enhance FHI 360's capabilities in epidemiology and surveillance.
Required Qualifications: Candidates must possess in-depth knowledge of epidemiologic research and public health surveillance concepts, practices, and procedures. They should demonstrate strong project management skills, the ability to set realistic priorities, and a general understanding of the external environment affecting the industry. Excellent diagnostic, analytical, and problem-solving skills are essential, along with the ability to communicate effectively and influence stakeholders. Strong negotiation skills and the ability to lead and manage teams are also required.
Educational Background: A Master’s Degree or its international equivalent in Epidemiology, Public Health, or related health fields is required. A Project Management Certification or a PhD in Public Health or Epidemiology is preferred, indicating a strong academic foundation relevant to the functions of this position.
Experience: The position typically requires at least 9 years of relevant experience in designing and evaluating programs/services, with a minimum of 8 years in leadership roles. Candidates should have documented experience leading epidemiology and surveillance activities in the Philippines and working with relevant partners and ministries. Experience in managing large USG-funded projects or technical implementations is preferred, along with a background in multisectoral coordination and outbreak investigation.
Languages: Fluency in English and Tagalog is mandatory, with the ability to read, write, and speak both languages proficiently. Additional language skills may be considered an asset but are not required.
Additional Notes: This position is expected to require travel of approximately 10% to 25%. The hiring salary range for this role is PHP 1,700,000 - 2,200,000 annually, with considerations for relevant experience and education.
