Job Overview: The Project Management Support - Senior Officer role is crucial for ensuring the effective implementation, coordination, and monitoring of project activities. This position is focused on supporting the delivery of results within defined scope, time, cost, and quality parameters. The Senior Officer will provide analytical and operational support in project planning, execution, and reporting, contributing to risk and performance management. This role requires proactive communication with partners and stakeholders to drive efficient project delivery and achieve results that align with organizational and donor expectations. The Senior Officer will also support the implementation of the new national organized crime strategy 2026-2030 in Ukraine, which is a key focus of the project.
Duties and Responsibilities:
Project Delivery and Performance: The Senior Officer will contribute to the development, execution, and updating of detailed implementation plans, ensuring that all project outputs are delivered on time, within budget, and to quality standards. They will provide logistical and operational support for missions, workshops, and dialogues, including the preparation of materials and reports. Sustainability, social inclusion, and gender equality considerations must be integrated into all project stages. The Senior Officer will conduct or participate in field missions to monitor implementation and support local partners.
Monitoring, Reporting and Quality Assurance: The role involves coordinating the timely preparation and submission of narrative and financial reports, ensuring compliance with UNOPS and donor/partner standards. The Senior Officer will track project progress against scope, schedule, cost, and quality indicators, providing early warnings on deviations and proposing corrective actions. Regular reviews of project data, milestones, and performance indicators will be conducted to assess delivery status, and dashboards and monitoring tools will be maintained to support evidence-based decision-making.
Stakeholder Engagement and Coordination: Building and maintaining productive relationships with national and local authorities, donors, partners, grantees, and other key stakeholders is essential. The Senior Officer will facilitate regular communication and coordination among programme teams and partners, support the organization of steering committee meetings, technical workshops, and stakeholder consultations, and ensure stakeholders are informed of project progress, activities, and results through timely and accurate information.
Knowledge Building and Sharing: The Senior Officer will support the organization, facilitation, and delivery of training and learning sessions on project management. Participation in knowledge-sharing initiatives and Communities of Practice (CoPs) is expected, contributing insights and lessons learned. Conducting research on project management-related topics and contributing to the drafting of reports, summaries, and briefing notes will also be part of the role.
Required Qualifications: The position requires a Bachelor's degree (or equivalent) with 4 years of relevant experience, or a Master's degree (or equivalent) with 2 years of relevant experience. A globally recognized professional certificate or membership in Project Management is desired. Relevant experience should include work in project management or related areas, with demonstrable proficiency in the use of collaboration and productivity tools (e.g., MS Office, G-Suite, etc.) and web-based management systems. Experience working in multicultural environments or UN system organizations in a developing country is preferred, as well as experience in crime prevention and criminal justice issues, and in development or humanitarian contexts.
