Job Overview:
The HR Coordinator is responsible for leading the mission’s HR function, which encompasses effective workforce planning, recruitment, performance management, staff development, employee relations, and ensuring HR compliance. This role is pivotal in supporting the organizational objectives by providing strategic HR leadership. The HR Coordinator will directly manage the coordination HR team and offer technical support to field HR teams. Given the complexity of the mission in Syria, the HR Coordinator will face unique challenges, including managing a large-scale operation with diverse HR needs across different field offices. The position requires adaptability to the evolving mission landscape and effective communication skills to manage remote teams.

Duties and Responsibilities:
The HR Coordinator's duties include overseeing the recruitment and onboarding processes for both expatriates and national staff, managing performance evaluations, and ensuring staff development initiatives are in place. The role also involves maintaining compliance with HR policies and labor regulations, managing payroll and benefits, and ensuring proper personnel administration. The HR Coordinator will lead and develop the HR team, coordinate HR activities, and support workforce planning. Additionally, the position requires timely HR reporting and compliance monitoring, maintaining relationships with relevant authorities and stakeholders, and contributing to mission planning and donor reporting.

Required Qualifications:
Candidates must possess a Bachelor's or Master's degree in a relevant field such as Human Resources Management, Business Administration, Management, Public Administration, or Organizational Psychology. A minimum of 5 years of experience in the humanitarian sector is required, with at least 5 years in a similar HR position. Proven technical experience in recruitment and performance management, human resources information management, and learning and development management is essential. Strong communication, interpersonal, problem-solving, analytical, organizational, adaptability, and leadership skills are also required.

Educational Background:
The educational background required for this position includes a Bachelor's or Master's degree in a related field. Relevant fields include Human Resources Management, Business Administration, Management, Public Administration, or Organizational Psychology. This educational foundation is crucial for understanding the complexities of HR functions within a humanitarian context.

Experience:
The position requires a minimum of 5 years of experience in the humanitarian sector, with at least 5 years in a similar HR role. This experience should encompass a broad range of HR functions, including recruitment, performance management, and staff development, particularly in challenging environments such as those faced by humanitarian organizations.

Languages:
Fluency in English and Arabic is mandatory for this position. Proficiency in these languages is essential for effective communication within the organization and with external stakeholders, given the operational context in Syria.

Additional Notes:
This is a salaried position with a monthly gross salary of 2,590 USD. The desired start date is as soon as possible, and the duration of the mission is 6 months.
