Job Overview:
The Monitoring and Evaluation Analyst position is a critical role within the Community Resilience Project in Myanmar, which aims to enhance community resilience and recovery in the face of ongoing crises. The Analyst will be responsible for designing and implementing a robust monitoring and evaluation (M&E) database system that will serve as the backbone for data management across multiple implementing partners. This role involves utilizing advanced data analytics and visualization tools to inform strategic decision-making and ensure accountability within the project. The Analyst will work closely with a diverse network of partners to strengthen their data management capacities and facilitate adaptive learning, thereby maximizing the impact of the initiative. The position requires a strong understanding of data integrity, reporting, and the ability to provide actionable insights in a dynamic and challenging environment.

Duties and Responsibilities:

• Data and Reporting: Architect and implement a robust database infrastructure tailored to programmatic requirements, ensuring comprehensive coverage of geographical footprint and spatial mapping of project activities. Track infrastructure and livelihood initiatives in real-time, including beneficiary demographics and indicator performance. Formulate versatile data acquisition tools and reporting frameworks aligned with project objectives. Oversee database administration, including performance optimization and technical troubleshooting. Generate advanced data visualizations to illustrate program impact and uphold rigorous data security" style="border-bottom: 1px dotted #007bff !important;">security protocols.
• Monitoring, Evaluation, Accountability and Learning (MEAL): Verify data through periodic reports from field community liaisons and implementing partners. Synthesize field visit findings and consolidate implementation data to fulfill donor requirements. Report on achievements against project indicators by generating real-time reports from validated datasets. Provide analyzed datasets to senior M&E Specialists for program oversight and support targeted analysis based on specific program requirements. Conduct training sessions for M&E staff within partner organizations and ensure reporting quality and timeliness through technical support and Routine Data Quality Assessments.
• Knowledge Management: Build the project knowledge management repository by documenting lessons learned from partner reports and coordination meetings to drive adaptive implementation.

Required Qualifications:
The ideal candidate should possess a Bachelor’s degree (or equivalent) in data science, data analytics, statistics, or a related field, along with at least 2 years of relevant experience. Alternatively, a Master’s degree (or equivalent) in a similar field with 1 year of relevant experience is acceptable. Candidates should have a strong background in research, data analytics, and programming, with extensive experience in data processing tools such as Microsoft Excel, BigQuery, Google Data Studio, and Power Query. Experience in analyzing data and producing reports is essential, along with the ability to design database structures and ensure data quality and security.

Educational Background:
Candidates are required to have a Bachelor’s degree (or equivalent) preferably in data science, data analytics, statistics, or a related field. A Master’s degree (or equivalent) in a similar field is preferred, especially for those with less professional experience. The educational background should provide a solid foundation in quantitative analysis and data management principles.

Experience:
Relevant experience is defined as experience in research, data analytics, programming, or related areas. Candidates should have experience in analyzing data and producing reports, with extensive experience in data processing tools such as Microsoft Excel, BigQuery, Google Data Studio, and Power Query. Demonstrated experience in Geo Mapping, GIS, KoBo, SPSS/STATA, and R Studio is desired, along with experience in training project personnel in database management and software applications. Experience in writing and maintaining database design documentation is an asset.

Languages:
Fluency in English and Burmese is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.

The position is classified at the Associate seniority level (ICS 08) and is offered as a regular contract under the ICA - LICA - Specialist category. The contract duration is ongoing, subject to satisfactory performance, organizational requirements, and budget availability.
