Job Overview:
The Head of Finance position at UNOPS Myanmar is a senior-level role that involves leading a large finance unit responsible for the effective management of financial resources across various development programs in Myanmar. This position offers significant responsibility and the opportunity to contribute to the management of substantial development initiatives. The Head of Finance will also serve as the Deputy to the Head of Support Services, providing a unique opportunity for broader operational oversight and cross-functional leadership. The role requires maintaining financial integrity, ensuring compliance with UNOPS rules and regulations, and enabling prudent management of financial resources. The successful candidate will be expected to engage with senior leadership, provide strategic financial advice, and support the overall financial health of the organization.

Duties and Responsibilities:

• Provide strategic and technical advice to MMCO projects and senior management, enabling informed engagement on financial issues.
• Advise on cost reduction strategies to maintain financial viability.
• Participate in the development and implementation of the MMCO’s business plan.
• Review and analyze data for cost estimates and budget proposals.
• Ensure adequate financial controls are in place to protect financial resources.
• Develop and implement financial management Standard Operating Procedures.
• Manage accounts receivables and payables, including payroll.
• Lead monthly, quarterly, and annual closure activities in compliance with UNOPS policies.
• Manage audit activities and implement necessary changes to strengthen financial controls. 1
• Develop internal capacity in financial accounting and provide training to stakeholders. 1
• Act as the Deputy to the Head of Support Services, ensuring continuity of operations and strategic support across the unit. 1
• Lead and provide oversight for the Finance Unit, establishing objectives and performance indicators. 1

Required Qualifications:
A Bachelor’s degree (or equivalent) in Business Administration, Finance, Accounting, or a related discipline with 9 years of relevant experience, or a Master’s degree (or equivalent) in the same fields with 7 years of relevant experience is required. Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA), or equivalent is highly desired. Knowledge of international accounting and financial reporting standards is essential, along with experience in financial management, budget management, and accounting. Experience in supervising and managing teams is required, with a minimum of 2 years in a leadership role. Familiarity with UN administrative and financial regulations is an asset.

Educational Background:
Candidates must possess a Bachelor’s degree in Business Administration, Finance, Accounting, or a related discipline. A Master’s degree in the same fields is preferred. Relevant certifications such as CPA or CA are highly desirable, indicating a strong foundation in financial principles and practices.

Experience:
Candidates should have a minimum of 9 years of relevant experience in financial management, budget management, and accounting for those with a Bachelor’s degree, or 7 years for those with a Master’s degree. Experience in supervising teams is required, along with knowledge of international accounting standards. Experience in multicultural environments or UN system organizations is desired, particularly in developing countries. Familiarity with complex financial management issues in large-scale projects is also preferred.

Languages:
Fluency in English is required. Proficiency in additional languages may be considered an asset but is not mandatory.

Additional Notes:
The position is classified as a senior-level role with an open-ended contract, subject to organizational requirements and availability of funds. The successful candidate will initially be based in Bangkok, Thailand, pending visa approval for Myanmar, which may take a minimum of 2 months. The role is non-family duty stationed in Myanmar, and the candidate is expected to relocate to Yangon once the visa is obtained.
