The consultant will be expected to engage with various stakeholders across the oilseed value chain, including producers, traders, and financial service providers, to assess the current functioning of the sector, identify constraints and opportunities, and analyze the broader institutional and governance factors at play. This research will contribute to a deeper understanding of how the oilseed sector can be strengthened and how it can adapt to the evolving market conditions.

Duties and Responsibilities:
The consultant will be responsible for conducting in-depth interviews with key actors in the oilseed value chain. This includes identifying and reaching out to relevant stakeholders such as input suppliers, producers, traders, processors, exporters, and financial service providers. The consultant will analyze the information gathered to assess the structure and functioning of the oilseed sector, focusing on changes since 202

• The interviews will cover various aspects, including production, processing, marketing, trade flows, and the impact of governance arrangements on these processes. Additionally, the consultant will evaluate the access to inputs, credit, and other financial services, as well as the policies and institutions affecting the sector. The final deliverable will include a comprehensive report synthesizing the findings and providing actionable recommendations for stakeholders in the oilseed sector.

Required Qualifications:
Candidates must demonstrate a strong understanding of Myanmar's agricultural sector, particularly in relation to oilseeds and edible oils. A solid grasp of agricultural markets, trade, agribusiness, and rural finance in Myanmar is essential. Familiarity with the political economy and governance context affecting agricultural production and trade is also required. The consultant should have experience in conducting qualitative research, particularly key informant interviews, and possess strong analytical skills to synthesize qualitative data effectively. Excellent communication skills in both Myanmar and English are mandatory, along with the ability to work independently while coordinating with the IFPRI research team.

Educational Background:
A relevant degree in agricultural economics, development studies, or a related field is preferred. Advanced degrees (Master's or PhD) may be advantageous, particularly for candidates with a focus on agricultural value chains or food systems.

Experience:
Candidates should have a proven track record of experience in qualitative research, particularly in the agricultural sector.
