Job Overview:
The Gender and Statistics Consultant will play a crucial role in updating the Myanmar Gender Profile for Humanitarian Action for 202

• This position involves tracing trends and shifts over time by referencing baseline data from previous Gender Profiles established in 2009, 2021, and 202
• The consultant will also construct a comprehensive Myanmar Gender Indicators Dataset based on a framework of country-specific indicators agreed upon by key stakeholders. The assignment requires targeted data harvesting, cleaning, and analysis to illustrate the differentiated impacts of the ongoing crisis on affected populations, with a specific focus on women, children, and individuals with diverse intersectional identities, including women with disabilities, elderly women, and LGBTQI+ populations. The updated Gender Profile will serve as a foundational strategic resource to inform the 2025 Humanitarian Needs and Response Plan (HNRP) and equip humanitarian organizations operating in Myanmar with the necessary data to design and implement gender-responsive programming. The consultant will report to the Humanitarian Specialist and will be supported by the Program Coordinator, Gender IM Specialist, and the GiHA Working Group Technical Advisory Team throughout the process, including the development of the questionnaire for data gathering.

Duties and Responsibilities:
The consultant will be responsible for conducting a comprehensive desk review and literature review to inform and develop the Situational Analysis section of the Myanmar Gender Profile. They will collaborate closely with UN Women and the GiHA Working Group Technical Advisory Team to finalize the study methodology, sampling strategy, data collection tools, analytical framework, and report structure. The consultant will draft comprehensive quantitative and qualitative survey questionnaires, conduct field pre-testing of the developed instruments, and revise them based on feedback. They will facilitate the data collection and analysis processes, ensuring adherence to quality standards, and produce a high-quality report that includes key findings, recommendations, lessons learned, and implementation challenges. Additionally, the consultant will clean, process, and manage the collected primary data, deliver fully cleaned electronic datasets, draft and finalize the Gender Profile 2026 report, and prepare a presentation of key findings and recommendations. They will also undertake any other related tasks as requested by UN Women and the GiHA Working Group Technical Advisory Team.

Required Qualifications:
The position requires a Master's degree in gender, statistics, mathematics, economics, information science, or a related discipline. Alternatively, a Bachelor's degree in economics, statistics, mathematics, econometrics, or a related discipline, along with three years of relevant work experience, may be accepted in place of a Master's degree. The consultant must have a minimum of 5 years of experience in gender microdata analysis, data collection, research design, report writing, and monitoring. A proven record of work on similar projects related to gender statistics and experience in leading and conducting Rapid Gender Assessments and Analyses is required. Proficiency in data analysis software such as STATA or SPSS is essential, along with experience working in complex humanitarian settings and collaboration with UN agencies and civil society organizations.

Educational Background:
The educational background required for this position includes a Master's degree in gender studies, statistics, mathematics, economics, information science, or a related field. A Bachelor's degree in a relevant discipline may be accepted if accompanied by sufficient work experience. The emphasis is on advanced knowledge and skills in gender analysis and statistical methodologies.

Experience:
Candidates should possess a minimum of 5 years of relevant experience in gender microdata analysis, data collection, research design, and report writing. Experience in conducting gender research studies and familiarity with the socio-economic and political context of Myanmar is strongly desirable. Proven ability to work with diverse stakeholders, including civil society organizations and grassroots movements, is essential.

Languages:
Fluency in English is mandatory for this position. Proficiency or knowledge of the Myanmar language or other ethnic languages is considered an asset, enhancing the consultant's ability to engage with local communities and stakeholders effectively.

Additional Notes:
The consultancy will involve a combination of office work and potential travel to data collection locations, subject to security and safety considerations. The consultant will be compensated based on deliverables and a payment schedule linked to the completion of specific milestones. All raw data collected during the consultancy will be securely stored and remain the property of UN Women. The consultant is expected to adhere to UN Women’s policies and procedures, including a zero-tolerance policy on misconduct. Background checks will be conducted to verify academic credentials and employment history.
