National Consultant for Sexual Misconduct Risk Assessment

Job Overview:
The National Consultant for Sexual Misconduct Risk Assessment will be responsible for conducting a comprehensive sexual misconduct risk assessment for the WHO Country Office in Myanmar. This role is crucial in identifying the needs, gaps, and risks associated with sexual misconduct within the organization and developing a risk mitigation plan. The consultant will work under the guidance of the Responsible Officer and will be expected to adapt the WHO sexual misconduct risk assessment tool to the local context, ensuring that the assessment methodology is relevant and effective. The consultant will engage with various stakeholders through Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs) to gather insights and data necessary for the assessment. The consultant will also be responsible for presenting findings, facilitating technical sharing sessions, and producing a final assessment report along with a risk mitigation plan.

Duties and Responsibilities:

• Adapt the WHO sexual misconduct risk assessment tool and design the assessment methodology tailored to WHO Myanmar’s operational context, including emergency preparedness and response activities.
• Develop and submit an inception activity plan that outlines the assessment methodology and timeline.
• Conduct field and office-level risk assessment activities, including Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs) with relevant stakeholders.
• Present initial assessment findings, highlighting operational gaps and areas for improvement.
• Facilitate a technical sharing session with WHO Myanmar staff to discuss assessment results and proposed mitigation measures.
• Produce and submit the final WHO Sexual Misconduct Risk Assessment Report for 2026, along with a comprehensive Risk Mitigation Plan.
• Ensure confidentiality and data protection throughout the assessment process, treating all information received as strictly confidential.

Required Qualifications:
Essential qualifications include a minimum of a first university degree in management, public health, public health administration, social sciences, gender, law, human rights, international development, international relations, or other development-related fields. Desirable qualifications include a master's or advanced degree in related fields and specialized training in Prevention of Sexual Exploitation and Abuse (PSEA), gender mainstreaming, human rights, or gender-based violence (GBV).

Educational Background:
Candidates must possess at least a first university degree in relevant fields such as management, public health, social sciences, or international relations. A master's degree or advanced qualifications in these areas are highly desirable, particularly with specialized training in PSEA, gender mainstreaming, or GBV.

Experience:
The position requires 5 to 10 years of relevant experience in areas such as sexual exploitation and abuse prevention, sexual harassment, gender-based violence, or humanitarian affairs. Practical experience in safeguarding, child protection, or PSEA within emergency response or humanitarian contexts is desirable. Candidates should have demonstrated experience conducting sexual misconduct risk assessments or PSEA/PRS assessments within UN agencies or international non-governmental organizations (INGOs).

Languages:
Excellence in both English and Myanmar language is mandatory for this position. Proficiency in these languages is essential for effective communication and engagement with stakeholders during the assessment process.

• The consultant will be compensated at a rate of USD 165 per day, totaling USD 8,580 for the duration of the contract. Travel to Naypyitaw will be required for technical sessions and assessments, with travel arrangements managed by WHO. The position is subject to local recruitment, and candidates must be located within the commuting area of the duty station. WHO emphasizes a smoke-free environment and has a zero-tolerance policy towards sexual exploitation and abuse, ensuring that all candidates undergo a background verification process.
