Job Overview: The Emergency Deployment Officer will work within the ATLAS Directorate and report to the Deployment Manager. The primary function of this position is to contribute to the implementation of the operational strategy for the deployment sector. The officer will be involved in managing and implementing the multi-country rapid intervention project Relief EU, which includes contract monitoring, internal coordination, communication with donors, regular reporting, operational follow-up, and writing donor reports. The role also involves ensuring the operational quality of all deployments and adherence to HI's emergency strategy and project engineering, in collaboration with specialists and other relevant departments. The officer will actively contribute to the development of tools for project management in line with HI standards and the specifics of the Relief EU partnership, including monitoring, evaluations, accountability, and capitalization for the project as a whole and for each intervention modality.
Duties and Responsibilities:
Support the management of the multi-country Relief EU project, including creating project management tools, coordinating project proposals, and ensuring the quality of deliverables sent to Relief EU.
Ensure operational follow-up and contribute to the implementation of HI/AL emergency response strategies across all projects.
Prepare and activate deployment, oversee transitions and closures, and ensure effective communication with field teams.
Contribute to improving the emergency response capabilities of the deployment sector by coordinating training and sharing lessons learned.
Manage grant management and project follow-up during deployments, ensuring coordination and communication with headquarters and field teams.
Participate in the recruitment process as needed and facilitate knowledge dissemination regarding donor rules and best practices.
Required Qualifications: Candidates must have proven experience in humanitarian project management in emergency contexts, with logistics project management experience considered an asset. Familiarity with major emergency funding sources and project engineering is essential. Candidates should demonstrate autonomy, prioritization skills, and a sense of responsibility, particularly under pressure.
Educational Background: A degree in International Cooperation, Political or Social Sciences, or Humanitarian Project Management is required for this position. This educational background will provide the necessary theoretical framework and practical skills needed for effective project management in humanitarian settings.
Experience: The position requires candidates to have substantial experience in humanitarian project management, particularly in emergency situations. This experience should include direct involvement in project implementation, monitoring, and evaluation, as well as familiarity with logistics management in humanitarian contexts.
Languages: Fluency in French and English, both written and spoken, is mandatory. Proficiency in Spanish is considered a significant advantage, enhancing the candidate's ability to communicate in diverse operational contexts.
