Job Overview: The Budget Officer position within the Statistics Department (STA) at the IMF is a pivotal role that involves managing, monitoring, and reporting on the department's budget resources. The successful candidate will lead the preparation of the annual Medium-Term Budget (MTB) and accountability framework exercises, ensuring that STA's resource management aligns with its capacity development (CD) support objectives. This role requires close coordination with various stakeholders, including the Institute for Capacity Development (ICD), to secure and manage external funding for STA's CD activities. The Budget Officer will also provide logistical support for recruitment and management of STA field experts, ensuring adherence to the Fund's travel policy and procedures. The position demands a collaborative work style, strong analytical skills, and a proactive approach to resource planning and budgeting processes.
Duties and Responsibilities: The duties and responsibilities of the Budget Officer include:
Contributing to the formulation of STA's MTB by compiling and analyzing budget-related data and forecasting future resource requirements for personnel, travel, seminars, and discretionary resources.
Conducting analysis" style="border-bottom: 1px dotted #007bff !important;">technical analysis of budget requests and queries, providing sound recommendations to the Senior Budget Manager (SBM) and STA Management as needed.
Monitoring the in-year implementation of STA’s budget, providing regular reports to the SBM on projected year-end outcomes, and assisting in preparing year-end accruals.
Coordinating monthly time-reporting submissions for STA, ensuring data accuracy and completeness, and analyzing divisions’ monthly reporting of donor chargebacks.
Conducting analyses of resource allocation and expenditures based on in-depth knowledge of the Fund’s budget policies and practices, and suggesting improvements to internal monitoring and forecasting systems.
Collaborating with OBP, FIN, ICD, HRD, ITD, and other stakeholders to enhance budgetary tools and work practices, including the Capacity Development Management and Administration Program (CDMAP).
Representing STA on interdepartmental committees and working groups on budget issues as appropriate.
Required Qualifications: The minimum qualifications for the Budget Officer position include:
An advanced university degree or equivalent in business, finance, budgeting, accounting, statistics, computer science, or a related field, or a Certified Public Accountant (CPA) or similar professional certification. Alternatively, a university degree supplemented by a minimum of six years of relevant professional experience is required.
A minimum of two years of experience in a related position at Grade A8 or equivalent is also acceptable.
Strong knowledge of the Fund's budget policies and procedures, specifically IMF01 and IMF0
Experience with Fund budget-related financial systems and the ability to run queries in these systems.
Excellent quantitative and analytical skills, including proficiency in Power BI and Excel, particularly its pivot function, and the ability to organize large quantities of data.
Familiarity with the Fund’s new IT systems impacting the budget, including CDMAP and Workday.
Proven ability to work proactively and independently, with limited supervision, while also being an effective team member.
Educational Background: Candidates are expected to have completed an advanced university degree or equivalent in a relevant field such as business, finance, budgeting, accounting, statistics, or computer science. Alternatively, a university degree supplemented by significant professional experience in a related field is acceptable. Professional certifications such as CPA are also recognized as valid qualifications for this role.
Experience: The position requires a minimum of six years of relevant professional experience, or alternatively, two years of experience in a related position at Grade A8 or equivalent. Candidates should have a strong background in budget management, financial analysis, and resource allocation, with a proven track record of working in a similar capacity within an international organization or a comparable environment.
Languages: Proficiency in English is mandatory for this position, as it is the working language of the IMF. Knowledge of additional languages may be considered an asset, particularly if they are relevant to the IMF's member countries or operations.
