Job Overview:
The position of Local Expert on Gender-Responsive Governance, Planning and Budgeting involves supporting UN Women in enhancing the capacities of local government units (LGUs) in Bosnia and Herzegovina to implement gender-responsive budgeting (GRB) practices. The expert will be responsible for developing a detailed workplan, designing and delivering training sessions on gender equality and GRB, and providing ongoing technical support to selected LGUs. The role emphasizes a bottom-up approach to strengthen gender-responsive governance and budgeting at the local level, ensuring that gender considerations are integrated into planning and decision-making processes. The expert will work closely with public officials from various municipalities to foster an environment conducive to women's leadership and participation in governance.

Duties and Responsibilities:
The consultant will be responsible for several key deliverables: 1) Develop a consultancy workplan that outlines the methodology and timeline for the tasks; 2) Design and deliver a training session on gender equality and GRB for public officials from five selected LGUs; 3) Conduct a tailored GRB session for mayors and senior policymakers; 4) Provide ongoing technical and advisory support to the selected LGUs, assisting them in applying gender analysis and GRB principles; 5) Prepare a final narrative report summarizing activities, results, challenges, and recommendations. The consultant will also engage in consultations with UN Women and relevant partners to ensure alignment with program priorities and expectations, and will document good practices and lessons learned throughout the process.

Required Qualifications:
Candidates must possess a master's degree or equivalent in relevant fields such as economics, public administration, or governance. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, candidates should have a minimum of five years of progressively responsible professional experience in gender equality, public finance management, or related fields. They should demonstrate technical expertise in government public finance systems, budgetary processes, and gender-responsive budgeting methodologies. Experience in designing and delivering capacity-building activities for public servants is also required, along with a proven track record of providing technical assistance to local government units.

Educational Background:
A master's degree or equivalent in economics, financial management, public administration, governance, development studies, or another relevant field is required. Alternatively, a first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:
The position requires a minimum of five years of progressively responsible professional experience in gender equality, public finance management, or related fields. Candidates should have demonstrated technical expertise in government public finance systems and budgetary processes, including gender-responsive budgeting methodologies. Experience in designing and delivering capacity-building activities for public servants and providing technical assistance to local government units is essential.

Languages:
Fluency in Bosnian/Croatian/Serbian is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.

Additional Notes:
This consultancy is home-based, but the selected consultant is expected to travel to five selected municipalities to facilitate consultations and training sessions. All travel costs will be covered separately by UN Women. The total duration of the consultancy is expected to be 33 days, with specific deliverables due on set dates. The consultant will report to the Governance and Leadership Programme Coordination Specialist and will be supported by a Programme Associate for contract and payment issues.
