Job Overview:
The Emergency Specialist (Planning and Reporting) will play a crucial role in providing regional leadership and technical support to UNICEF Country Offices and the Regional Office engaged in humanitarian action across the MENA region. This position is particularly significant during a period of structural transition as the MENARO and ECARO merge into a single regional office (ECAMENA). The incumbent will ensure the quality, coherence, and timeliness of humanitarian strategies, appeals, situation reporting, and responses, in alignment with UNICEF's humanitarian policies and standards. The role involves enhancing preparedness through risk monitoring, scenario development, and contingency planning, as well as leading cross-border collaboration to ensure effective humanitarian action. The Emergency Specialist will also be responsible for budgeting, performance monitoring, and corporate reporting, providing technical support and capacity strengthening, and facilitating emergency surge and crisis escalation support.

Duties and Responsibilities:

• Lead regional humanitarian planning and appeals to ensure alignment with UNICEF's strategic objectives.
• Oversee humanitarian reporting and information management to maintain accurate and timely data for decision-making.
• Manage budgeting and performance monitoring to ensure effective allocation of resources and accountability.
• Provide technical support and capacity strengthening to country offices to enhance their humanitarian response capabilities.
• Support emergency surge and crisis escalation efforts to ensure rapid and effective response to humanitarian needs.
• Facilitate regional coordination and support the transition process as MENARO and ECARO merge, ensuring harmonization of planning and reporting systems across the two regions.

Required Qualifications:
Candidates must possess an advanced university degree in social sciences, public administration, anthropology, psychology, international relations, or related disciplines. A combination of management, administration, and relevant technical fields is preferred. Additionally, candidates should have a minimum of five years of progressively responsible professional work experience at national and international levels in humanitarian program/project development. Proven experience in developing standalone, regional, and multi-country humanitarian appeals and situation reports is required. Prior experience with UNICEF, particularly in the MENA or ECA regions and in emergency settings, is an asset. Candidates must demonstrate expertise in analytical writing, humanitarian coordination, emergency programming, deadline management, cross-cultural communication, and organizational adaptability.

Educational Background:
An advanced university degree in fields such as social sciences, public administration, anthropology, psychology, or international relations is required. Candidates with a combination of management, administration, and relevant technical fields will be preferred, indicating a well-rounded educational background suitable for the complexities of humanitarian work.

Experience:
The position requires a minimum of five years of progressively responsible professional work experience in humanitarian program/project development at both national and international levels. Candidates should have a proven track record in developing humanitarian appeals and situation reports, with prior experience in UNICEF Country Offices being highly desirable, especially in emergency settings within the MENA or ECA regions.

Languages:
Fluency in English is mandatory for this position. Knowledge of another official UN language such as Arabic, Chinese, French, Russian, or Spanish, or a local language is considered desirable. This multilingual capability will enhance communication and coordination in diverse humanitarian contexts.
