Job Overview:
The IMC Secretariat and Government Coordination Consultant will play a crucial role in supporting the Inter-Ministerial Committee for Women’s Empowerment (IMC) in Jordan. The IMC was established in 2015 to provide leadership and coordination for government actions on gender equality and women's empowerment. The consultant will work closely with the IMC Chair, members, and relevant government institutions to facilitate effective coordination and communication. The primary functions of this position include providing day-to-day Secretariat support, facilitating intra-government coordination, and developing a systematic approach to mapping government initiatives related to women's empowerment. The consultant will be responsible for ensuring that the IMC operates efficiently and effectively, supporting the government in its international reporting requirements, and enhancing communication efforts regarding women's empowerment initiatives.

Duties and Responsibilities:
The consultant will have a comprehensive set of responsibilities, including:
  • Serving as the Secretariat to the IMC, ensuring efficient preparation and management of documentation and communications.
  • Preparing and coordinating IMC meeting agendas, compiling necessary background materials, and ensuring all members have access to relevant documents.
  • Attending IMC meetings, preparing minutes, and maintaining an updated tracker of decisions and follow-up actions.
  • Facilitating coordination among IMC members and relevant government institutions, identifying areas requiring greater collaboration.
  • Developing a framework for mapping government initiatives related to women's empowerment and maintaining a consolidated overview of ministry-level activities.
  • Supporting inter-ministerial consultations and monitoring government implementation of commitments related to women's empowerment.
  • Maintaining effective systems for filing and retrieving IMC documentation and preparing periodic updates and reports for the IMC and UN Women.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in public administration, public policy, political science, international development, gender studies, social sciences, law, management, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Additionally, candidates should have at least one year of progressively responsible professional experience in coordination, programme support, public policy, gender equality, women's empowerment, or a related field. Experience working with government institutions and supporting inter-institutional mechanisms is required, along with a strong understanding of gender equality and women's empowerment.

Educational Background:
A Master’s degree or equivalent in a relevant field is required for this position. A first-level university degree may be accepted in lieu of the advanced degree if accompanied by additional qualifying experience. The educational background should ideally include studies related to public administration, gender studies, or international development, which are pertinent to the functions of the IMC and the broader goals of UN Women.

Experience:
Candidates should have a minimum of one year of relevant professional experience, particularly in roles that involve coordination, programme support, or public policy related to gender equality and women's empowerment. Experience working with government institutions and public-sector stakeholders is essential, as is familiarity with the Jordanian public-sector context. Experience in information management, stakeholder mapping, and monitoring systems is highly desirable, as is experience working with senior government officials and multi-stakeholder structures.

Languages:
Fluency in both English and Arabic is required for this position. This bilingual proficiency is essential for effective communication with various stakeholders, including government officials and IMC members, ensuring that all documentation and correspondence are accessible to all parties involved.

Additional Notes:
This consultancy position is office-based, requiring full-time presence at the IMC Chair's Office in Amman, Jordan. Local travel within Jordan may be necessary for meetings and consultations related to the assignment. The role does not anticipate any international travel. The consultant will be expected to adhere to UN Women’s policies and procedures, including a zero-tolerance policy on conduct incompatible with the aims of the United Nations. Selected candidates will undergo rigorous reference and background checks, including verification of academic credentials and employment history.
