Job Overview:
The position of International Consultant on Media Literacy is crucial for the OSCE's Extra-Budgetary project 'Advancing Media and Information Literacy in Kosovo (2024)'. The consultant will be responsible for developing a comprehensive Strategic Direction Paper for Media and Information Literacy (MIL) that will guide the establishment of a coherent policy framework within the education reforms in Kosovo. Given the rising concerns about disinformation and harmful online content, particularly among the youth, this role is pivotal in ensuring that media literacy is effectively integrated into the education system. The consultant will engage in desk research, stakeholder consultations, and drafting processes to ensure that the Strategic Direction Paper is informed by both international standards and local needs. The consultant will work closely with local experts and stakeholders to create a document that is not only strategic but also practical and implementable within the Kosovo context.

Duties and Responsibilities:
The consultant will conduct extensive desk research and comparative analysis on existing MIL policies, strategies, and frameworks, drawing from best practices in the region and EU countries. They will design and facilitate a consultation process involving key stakeholders, including educators and civil society, to gather insights and perspectives that will inform the Strategic Direction Paper. The consultant will draft the paper, ensuring it aligns with international standards while addressing local needs. They will review feedback from the OSCE Activity Manager and the Ministry of Education and Science (MES) to refine the document. Additionally, the consultant will support the organization of public consultation meetings and analyze feedback from these sessions to ensure comprehensive stakeholder engagement. The deliverables include a desk research report, a draft Strategic Direction Paper, and a finalized document that reflects stakeholder input and meets OSCE quality standards.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or higher) in fields such as media studies, journalism, public policy, education, or social sciences. They should have at least ten years of relevant professional experience in media development, media and information literacy, or education policy. Proven experience in drafting national or sectoral strategies and policy frameworks is essential, preferably in education or media. Candidates should demonstrate knowledge of international standards related to MIL and have experience in conducting comparative policy analysis. Strong analytical, drafting, and communication skills are required, along with the ability to produce high-quality policy documents. Experience working with international organizations or government institutions is an asset, as is knowledge of the education and media landscape in South-Eastern Europe.

Educational Background:
The position requires an advanced university degree, specifically a Master's degree or higher, in relevant fields such as media studies, journalism, public policy, education, or social sciences. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively contribute to the development of the Strategic Direction Paper for Media and Information Literacy.

Experience:
Candidates should have a minimum of ten years of relevant professional experience in areas such as media development, media and information literacy, or education policy. This level of experience is crucial for understanding the complexities of the Kosovo context and for effectively engaging with various stakeholders involved in the education and media sectors. Experience in drafting national or sectoral strategies and policy frameworks is particularly important, as is familiarity with international standards and best practices in media literacy.

Languages:
A strong command of English, both written and spoken, is mandatory for this position. Knowledge of Albanian and/or Serbian languages is considered an asset, as it will facilitate communication with local stakeholders and enhance the consultant's ability to engage effectively in the Kosovo context.

Additional Notes:
The contract for this consultancy will be based on a Special Service Agreement (SSA) and is expected to last for 40 working days. The consultant will be required to work closely with both local and international stakeholders to ensure the successful development of the Strategic Direction Paper. The remuneration package will be determined based on the consultant's qualifications and experience, in accordance with OSCE established rates.
