Job Overview:
The NATO Staff Officer for Policy and Efficiencies will play a pivotal role in the implementation of the NATO 2030 Resourcing programme, focusing on the operationalization of expanded Common Funding policies. This position is integral to the Strategic Planning and Prioritisation Section (SPP), which is responsible for medium- and long-term planning and synchronization of common funded programmes/projects. The officer will engage with various stakeholders across NATO to identify operational requirements and ensure alignment with strategic priorities. The role requires a proactive approach to developing implementation plans, coordinating working groups, and optimizing resource utilization to enhance capability delivery. The incumbent will also support the representation of ACO at key resource policy meetings and contribute to the continuous improvement of internal processes, fostering a culture of efficiency and collaboration.

Duties and Responsibilities:
The incumbent's duties include the development of implementation plans for expanded common funding policies across ACO, engaging with stakeholders to identify operational requirements, and coordinating efforts to analyze and institutionalize resource efficiencies. The officer will lead the development of an efficiencies framework to optimize operational processes and improve resource utilization. Responsibilities also include reporting on deliberations from resource policy meetings, assisting in the identification of synergies for resourcing operational needs, and promoting a culture of long-term efficiencies within the organization. The role may require undertaking temporary duty assignments and deployments in support of military operations, with the potential for extended durations.

Required Qualifications:
Candidates must have proven experience in project and resource management functions, as well as experience in change management or complex innovation initiatives. The ability to establish and maintain strategic relationships with stakeholders at various levels is essential, preferably within a multi-national organization. A university degree in accounting, finance, management, business administration, public administration, or a related discipline is required, along with relevant professional experience. In cases of ambiguity, job-specific experience will take precedence over standard educational qualifications.

Educational Background:
A university degree in a relevant field such as accounting, finance, management, business administration, or public administration is required. Alternatively, candidates with higher secondary education and advanced vocational training leading to a professional qualification may be considered if they have four years of post-related experience. Project Management certification, such as PRINCE2, is desirable but not mandatory.

Experience:
The position requires a minimum of two years of function-related experience for candidates with a university degree, or four years for those with higher secondary education and vocational training. Experience in developing plans within a large, preferably multi-national organization, and previous staff experience in joint or multi-national headquarters is advantageous. Familiarity with coordinating inter-entity operational planning and analysis is also beneficial.

Languages:
Proficiency in English is mandatory, with a required Standard Language Proficiency (SLP) level of 3333 in listening, speaking, reading, and writing. Additional language skills may be considered an asset but are not explicitly required for this position.

Additional Notes:
The successful candidate will be appointed as a Project Linked NATO International Civilian (PLN) with a three-year definite duration contract. The position may involve working unsocial hours and requires acceptance of potential deployments exceeding 30 days.
