Job Overview:
The position of NATO Staff Officer Evaluation and Lessons Learned is integral to the Evaluation and Lessons Learned Branch of the NATO CIS Group. The incumbent will be responsible for the development and management of the DCIS evaluation and certification program, which is critical for ensuring that NATO’s communication systems are effective and ready for deployment. This role involves executing evaluations and other necessary activities to assess the readiness of DCIS capabilities. The officer will also lead the coordination of the Lessons Learned process, which is essential for capturing insights from operations and exercises to improve future performance. The position requires a proactive approach to identifying shortfalls in resources and performance, and making recommendations for improvements to standards and capabilities. The officer will work closely with various stakeholders to ensure that NATO’s communication systems meet the highest standards of readiness and effectiveness.

Duties and Responsibilities:
The incumbent's duties include executing evaluation-related tasks as prioritized and allocated by the Branch Head, developing and executing specific Evaluation/Certification programs, and participating in relevant Evaluation/Certification and Specific Exercise Preparation conferences. The officer will attend working groups and committees to represent NATO CIS Group’s coordinated strategic and operational position on Evaluation/Certification issues. Conducting DCIS capabilities evaluations and other required evaluation activities is a key responsibility, along with contributing to the development of related doctrine, policy, procedures, manuals, and standards. The officer will support NATO operations and exercises from the perspective of DCIS Readiness Evaluation and Lessons Learned. Additionally, the incumbent will conduct analysis and prepare reports, studies, and briefings as directed. Capturing and recording Lessons Learned from NATO operations, exercises, training events, evaluations, and other appropriate events for action is crucial, as is monitoring the development of proposals and action plans for command group approval. The officer will also identify amendments and improvements to policies, directives, procedures, programs, and other processes focused on strategic and operational matters, and contribute to the dissemination of Lessons Learned in the execution of current and preparation of future exercises and operations.

Required Qualifications:
Candidates must possess a strong background in communications and information systems, with a focus on evaluation and certification processes. They should have experience in conducting evaluations and assessments, as well as a solid understanding of NATO operations and exercises. Strong analytical skills and the ability to prepare comprehensive reports and briefings are essential.
